President of Kazakhstan instructs to create single window of support for entrepreneurship
During his visit to the Karaganda region, President of the Republic of Kazakhstan Kassym-Jomart Tokayev stressed that business faces problems in obtaining state support measures.
"Although over the years of industrialization Kazakhstan has established a legislative and functional basis, adopted the Entrepreneurial Code, the country has functioning development institutions, the issue of the effectiveness of support tools remains open. The analysis has shown that it is necessary to radically revise the existing measures of state support, to propose more effective, demanded by business measures, in exchange for reciprocal commitments. Therefore, I draw attention to the following problems – the lack of accounting and tracking of measures of state support, which entails the failure to achieve macroeconomic indicators," Kassym-Jomart Tokayev said.
In addition, the Head of State stressed that the lack of countervailing commitments does not allow us to effectively assess the allocation of budget funds, while the state programs support the same priority sectors: agriculture and processing industry. This allows one enterprise to receive support under different programs, while some companies do not receive support.
"It is also necessary to start taking into account the specifics of the regions. It is necessary to work out a rational approach, which will define priority support measures and set target indicators," the Head of State said.
At the same time, Kassym-Jomart Tokayev drew attention to the untimely allocation of funds under the state programs, which reduces the efficiency of state support and leads to untimely development. In particular, it negatively affects such seasonal business sectors as agriculture and construction.
"There are problems in the inefficient interaction with second-tier banks. Banks do not hurry to use state instruments, especially guarantees, due to complicated and often deteriorated obligations of state development institutions. In addition, banks themselves often create artificial bureaucracy and barriers. Entrepreneurs find it difficult to navigate the existing business support infrastructure. 42 organizations provide various support measures. These are central authorities, akimats, Atameken, and national companies, but each of these organizations sets up its business processes for the provision of public services and prescribes its regulations, which creates great difficulties for entrepreneurs," Kassym-Jomart Tokayev said.

In general, the Head of State noted the need to use available resources for the development of key industries. The problem can be solved by introducing a new format of interaction between the state and business based on the single window principle.
"The government should take into account all the comments made by the speakers during the preparation of the material for the five-year industrialization program. Our state should ensure stable economic growth and increase the welfare of citizens. The large-scale development of the country's industrial and innovative potential is a key factor. We will support our manufacturers in every possible way," Kassym-Jomart Tokayev summed up.
