Timur Kulibayev: Shadow imports of Chinese goods is a threat to honest business
The Chairman of the Presidium of the Atameken NCE RK Timur Kulibayev proposed to strengthen customs control measures at the V Annual Conference of Entrepreneurs of Almaty.
Today in Almaty the share of grey imports from China reaches 60%, namely 2.5 billion USD. As Timur Kulibayev noted, a grey zone is being created, which is a threat to the development of honest business. Trade accounts for one-third of the city's gross regional product (GRP) and employs 14% of the labour market. Almaty accounts for almost 45% of the wholesale and 32% of the retail turnover of the country.
"The problem of grey imports and re-exports of Chinese goods is a common threat for all countries bordering China. The volume of imports from China to Almaty is 90% of imported goods or more than 4 billion USD. At the same time, the volume of shadow turnover is estimated to reach 60%. The difference in mirror customs statistics for China alone is almost 7 billion USD. The state budget losses are estimated at 300 billion KZT a year," Timur Kulibayev said.
He stressed that the bulk of import trade flows to Kazakhstan and Kyrgyzstan are concentrated in bazaars and markets.
The Chairman of the Presidium also focused on trade and service development through incentives for the transition from patent to the simplified declaration of traders, assistance in marketing products, access to shelves of retail networks, as well as the availability and expansion of microlending for SMEs.
"Yesterday, the President instructed the government to postpone the introduction of an additional 5% of the mandatory pension contributions for three years. Now we have time to work with the Government to work out the tax burden on various groups of entrepreneurs. It is necessary to make the system of social payments more understandable, now the entrepreneur pays pension, social taxes, compulsory social health insurance and they have to fill out a large number of papers. We defend the position that the Tax Code was directly applicable, that taxes were clear and convenient for entrepreneurs", - Timur Kulibayev emphasized.
Concluding the event the Atameken NCE RK together with the Akimat of Almaty initiated the creation of a single Project Group to effectively develop proposals of the business community under the leadership of Bakytzhan Sagintayev.
