Entrepreneurs discussed land issue at annual conference in Almaty
The Chairman of the Presidium of the Atameken NCE RK Timur Kulibayev raised the problem of availability of land plots, public records on the availability of free land and infrastructure.
Timur Kulibayev noted that there are free land plots, but a significant part of them are on the balance sheets of banks and the Problem Loan Fund (hereinafter referred to as the PLF).
"In this matter, Atameken is ready to support the akimat and jointly apply to the Government to transfer the land plots in the fund to the balance of the social and business corporation. We strongly hope for a positive decision. Business needs to understand where, what, and under which needs land plots can be obtained. Business needs to be aware of where the buildings, commercial and social facilities will be constructed, and whether the infrastructure around is developed. For this purpose, the General Plan should be relevant, it should take into account the necessary land plots for the social development of the city, and the remaining land plots should be put up for auction for the needs of the business. We believe that the Association of Financiers, together with banks, needs to understand what legal mechanisms we need to use the land that is pledged and on the balance sheets of banks, taking into account the interest of all parties," Timur Kulibayev said.
He noted that the improvement of the business climate and the open environment in the regions directly depends on the availability of electronic information on vacant land plots, the capacity of engineering networks and the ability to connect to them. And the information should be available online to any entrepreneur. Only a few akimats comply with the requirement to place information on Internet resources.
Another problem is the high demand for non-stationary trade facilities. As a solution, the Chairman of the Presidium proposed to consider the experience of Nur-Sultan in the implementation of the 1,000 Trading Places project.
It should be noted that by the end of 2019 the digitization of information on land plots will be fully completed.
