Modernization and creation of competitive products is possible under long-term contracts - Timur Kulibayev
Kazakhstani business intends to increase the share of local content in the procurement of subsoil users.
The experts discussed this issue at the enlarged meeting of the Regional Council of the Chamber of Entrepreneurs of the Atyrau region. Currently, the Atyrau region is developing about 106 billion tenge in the construction of more than 100 new oil facilities. According to Atameken's assessment, the new enterprises will enable domestic producers to participate in procurement and enter into long-term contracts.
"The Atyrau region is one of the leading regions in terms of volume of work. The region is represented not only by large oil-producing enterprises and megaprojects such as Tengizchevroil, Karachaganak Petroleum Operating B.V., and NCOC but also by Kazakhstani private companies. Today, the Atameken has developed the Single Procurement Window where we have merged the procurement databases of the Ministry of Finance, Samruk Kazyna, Baiterek Kazagro, and Nadloc, including the subsoil user database. The portal allows you to see the entire volume of purchases, what products are produced by domestic producers, what the history of the company, including credit. At the same time, we created a business register to give our counterparties the opportunity to see who they are working with. Our main goal is to make purchases transparent and give our producers a chance," Timur Kulibayev said.
According to the Chairman of the Atameken Presidium, statistics show disappointing figures. Thus, despite the legal norms, 75% of public procurement comes from a single source, and overpricing reaches 30% compared to the tender price.
It is worth noting that the statistics from the Single Procurement Window portal will automatically get to the Agency for Combating Corruption of the Republic of Kazakhstan. Timur Kulibayev is sure that transparency in procurement will enable domestic manufacturers to conclude long-term contracts.
"Modernization of production and creation of competitive products are possible under long-term contracts. It is clear that our subsoil users, especially international companies, demand high quality, competitive prices, which can only be achieved by providing long-term contracts. Today, the budget for public procurement in the region is more than 200 billion tenge, the National Palace, government agencies need to help the domestic manufacturers to enter into long-term contracts. After that, we will be able to reach the volume of subsoil users, where there are also large volumes of purchases," Timur Kulibayev said.
Today, the potential for the development of new products in the procurement of subsoil users is estimated at 200 million USD.
