Atameken prepares appeal to EEC on access of Kazakhstani goods to Russian market

The partner in the Union secretly restricts the access of Kazakhstani goods to the Russian market. It is another barrier within the EAEU internal market.

According to Deputy Chairman of the National Chamber of Commerce Evgeniy Bolgert, the Russian side regularly imposes restrictions on agricultural products. The situation with Zenchenko and K is not an isolated one. As of August this year, Rosselkhoznadzor had 14 of the 16 restrictions imposed on Kazakhstan since the beginning of the year. In other words, Russia lifted only two restrictions on the import of Kazakh agricultural products to the Russian Federation for more than six months. And such restrictions are in effect on supplies in general, regardless of the enterprise.

Separately, Rosselkhoznadzor has the right to impose restrictions/prohibitions and enhanced laboratory control on individual enterprises. On this basis, restrictions have also been imposed on the products of the Kazakhstani enterprise.

However, in our opinion, the authorized bodies of Russia often abuse this right. For example, in August during the meeting of the EEC Council, our Belarusian colleagues have already raised the issue of overestimated requirements on the part of Russia in respect of dairy products (since May 8, 2019 Rosselkhoznadzor has imposed restrictions on imports of products of 37 Belarusian dairy processing enterprises).

All these actions of the Rosselkhoznadzor, in other words, the tacit restriction of Kazakhstan's products in the Russian trade networks cast doubt on the basic principles of economic integration - the free circulation of goods in the EAEU.

The Chamber is already preparing an official appeal to the EEC for urgent consultations on the removal of this barrier to access to the Russian market.
