Samruk-Kazyna Fund presents its new procurement standard
The experts presented the new Standard of procurement management of the Samruk-Kazyna Fund with the participation of representatives of the Ministry of Finance of the Republic of Kazakhstan, SWF Samruk-Kazyna JSC (hereinafter – the Fund )and the business community on the platform of the Atameken NCE RK on October 4, 2019.
The Fund presented a new procurement model of the Fund (Standard) and announced changes in the structure of procurement management, requirements to the procedure for selecting suppliers and other changes.
The Fund also noted that according to the new model, the Register of commodity producers will include business entities that have received an industrial certificate, the list of bona fide commodity producers will be formed on the basis of certified suppliers.
The National Chamber of Entrepreneurs presented proposals to improve the Standard as another step to ensure the interests of domestic producers.
The regional entrepreneurs raised a number of problematic issues, including the timing of acceptance and payment for the delivery of goods, support for domestic producers, and the effectiveness of the mechanism of prequalification.
Taking into account the exchange of views of the Atameken National Chamber of Entrepreneurs and SWF Samruk-Kazyna JSC, it was decided that discussions with the business community on the new procurement model, including draft documents developed in the Standard, will be further continued on a weekly basis.
