Atameken hosted discussion of procurement issues of Samruk-Kazyna Fund
On October 18, 2019, the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan hosted the meeting of experts who continued the discussion of the new procurement model of the Samruk-Kazyna Fund and problem issues and business proposals arising from the procurement of the Fund.
Representatives of the Ministry of Finance of the Republic of Kazakhstan, SWF Samruk-Kazyna JSC and about 120 Kazakhstani companies took part in the discussion in the mode of videoconferencing.
Remind that, the experts presented the new Standard of procurement management of the Samruk-Kazyna Fund with the participation of representatives of the Ministry of Finance of the Republic of Kazakhstan, SWF Samruk-Kazyna JSC (hereinafter – the Fund )and the business community on the platform of the Atameken NCE RK on October 4, 2019.
Based on the results of the presentation, the business announced problematic issues and proposals related to the payment terms of customers; the need to recognize previously qualified suppliers, approval of the procedure for long-term contracts, as well as the placement of design documentation in the public domain.
The National Chamber of Entrepreneurs, taking into account the analysis of individual contracts, concluded by the Kazakh business with the companies of the Fund's group, proposed to develop a standard contract for the purchase of goods, works and services (including in terms of timing and procedure of payment, return of contract performance security, etc.) to ensure parity of the parties.
During the meeting, the entrepreneurs of the regions also raised several additional issues, including delays in the conclusion of offshore contracts by subsidiaries of the SWF Samruk-Kazyna JSC overstated requirements for localization of production.
As a result of the discussion, the meeting participants supported the proposed format of weekly discussions of the procurement process of the SWF Samruk-Kazyna JSC.
