Experts propose to integrate government's business support measures

The experts of the Atameken NCE RK believe this will allow assessing their effectiveness.

The Atameken National Chamber of Entrepreneurs has proposed to integrate all measures of state support and services in a single window in offline and online modes, Kapital.kz reports.

"There are such problems today as the lack of a single window, territorial fragmentation, lack of single monitoring of public services and support measures, lack of opportunity to determine the effect of the measures taken, lack of general information on public services. As a result, more than 51% of the projects of the Business Roadmap 2020 did not achieve productivity growth, about 70% of those who received subsidies for the agricultural sector is not directed to the production of final products. We propose to integrate all measures of state support and services in a single window in the offline and online modes, improve the quality of necessary documentation for business - in this regard, there are big complaints from businesses, the implementation of monitoring of the analysis of public services, improvement of state support measures," Deputy Chairman of the AtamekenNCE RK Eldar Zhumagaziev said at the VI Congress of the Atameken National Chamber of Entrepreneurs.

It is also necessary to reduce the participation of the state in business as a whole. In particular, it is necessary to optimize the number of state orders, which are spent with huge funds.

"We spend about 23 billion tenge a year on various researches, which are often not applied in any way. According to the results of the audit, it is proposed to exclude the implementation of 68 state orders worth 37 billion tenge, their implementation will be possible only through the mechanism of public procurement. At the same time, we propose to suspend four state orders worth 7.5 billion tenge," Rustam Zhursunov said.

According to Deputy Chairman of the Atameken NCE RK Rustam Zhursunov, over the past few years, seven major laws have been adopted to radically improve the business climate in Kazakhstan.

"Atameken experts have identified 621 systemic problems, and 490 (79%) have been resolved. Together, the Chamber defended the rights of business for more than 117 billion tenge. In addition, work is underway to form the eighth package of amendments, which are aimed at reducing the number of procedures, administrative barriers, as well as the time and financial costs of business," he said.

Rustam Zhursunov noted that the monthly volume of cashless transactions exceeded 1 trillion tenge by the end of 2019.

"To reduce the load on the business, the Atameken NCE is working on stimulating measures to encourage entrepreneurs to use mobile devices instead of classic POS-terminals and KKMs, using QR and Tap to Phone technologies," he noted.

The work on the creation of the Uniform Business Register of Entrepreneurship is also being done, which will be integrated with all databases of government agencies. Its launch is scheduled for the H2 of 2020.

It should be noted that the Chairman of the Board of NC Kazakhstan Temir ZholyJSC Sauat Mynbayev became a member of the Presidium of the Atameken NCE RK.
