Atameken told about plans to optimize state orders for KZT402.3 bn
Atameken jointly with the government is working on the eighth package of amendments aimed at reducing the number of procedures, administrative barriers, as well as time and financial costs of business.
Deputy Chairman of the Atameken Board Rustam Zhursunov said about it during the VI Congress of the Atameken National Chamber of Entrepreneurs.
"Over the past few years, seven major laws have been adopted to radically improve the business climate in Kazakhstan. Significant reforms have been implemented. Today we are working on the formation of the eighth package of amendments,” Rustam Zhursunov noted.
In parallel, the National Palace and the ministries of the national economy and finance have worked to optimize state orders for a total of 402.3 billion tenge. Among the main systemic problems, the experts noted the lack of methodology for the formation of state orders, as well as the calculation of their cost, duplication of functions of the state body.
"Almost 23 billion tenge a year is spent on various researches, results of separate researches are not applied in any way. According to the results of the audit of state orders, it was proposed to exclude the implementation of 68 state orders for the total amount of 37 billion tenge. It is also proposed to suspend 4 state orders for the total amount of 7.5 billion tenge. The Government supported our recommendations, the results of this work formed the basis of the budget for 2020-2022,” Rustam Zhursunov said.
Another aspect of Atameken's work is the protection and support of honest businessmen. At the same time, it is difficult to clearly define a businessman as honest or dishonest. To solve this problem, the National Chamber of Entrepreneurs is working to create a single business register of business entities.
"The Unified Business Register will be integrated with all databases of government agencies, which will result in a complete background of each entrepreneur. The launch of the Unified Business Register is scheduled for the H2 of 2020," Zhursunov added.
Also, the National Chamber together with the Supreme Court is developing a system of artificial intelligence to search for and predict court decisions. The main goal is to reduce the burden on the courts and assist in the formation of a uniform judicial practice. As of today, 1.2 million files of judicial acts and 120, 000 files of statements of claim have been uploaded into the system.
"Currently, work is underway to develop and implement a single IT-platform for procurement - Single procurement window, which has united 5 procurement sites, more than 100,000 commodity items, the market capacity - more than 10 trillion tenge,” Rustam Zhursunov said.
Rustam Zhursunov also summed up the results of the work for six years, emphasizing that since the creation of the National Chamber of Commerce, the expertise of more than 29,000 legal acts, 600 bills, 73% of Atameken's proposals were taken into account.
"The humanization of criminal legislation had a positive effect. The registration of criminal cases in the sphere of the economy has been reduced by 5.3 times. Administrative legislation has been radically revised. Concerning business, 80% of articles were amended. Fines have been reduced by 30% and citizens can pay at a 50% discount. A warning has been introduced in 52 articles," Rustam Zhursunov summed up.
