Nurlybek Mukanov: "Developing the business – we develop economy"
The Chamber is ready to work with the business community of the region to fulfill the tasks set by the President in his Address, noted the director of the Chamber of Entrepreneurs of Aktobe region
"The content of the Address of the President of "The third Modernization of Kazakhstan: global competitiveness, "we can say, is aimed at business, the development of entrepreneurship as a whole, taking into account current challenges occurring on a global scale. This instability of the global energy market, changes in the structure of the economy on a global scale, associated with the introduction of new technologies, mobility of certain sectors of the economy, the expansion of the borders, or, say, the gradual blurring of boundaries in the global trading system, and so on", - says Nurlybek Mukanov.
If in the last century the largest and richest companies on the global scale were in the manufacturing sector, now company, working in the IT-sphere (for example, Facebook) take the leading position. Today IT-technologies are developing by leaps and bounds, and their field of application is extensive. All implemented new technologies in the world are connected with IT-technologies. Due to this productivity increases and the human factor is eliminated. A model of an unmanned vehicle is designed, which will ensure the safety of passengers.
Such technologies are being implemented not only in the industrial sector, but also in services, not to mention a separate niche for the business, as Facebook.
A simple example – an application for mobile phones InDriver, which is popular among many Kazakhs.
That is why the first priority of the Address – is accelerated technological modernization, which will give a new impetus to the development of business in this area and will help to build a more competitive economy that meets global trends, believes the head of RCE. Special focus on creating IT – techno-park in Astana will be paid on a national scale.
"Thanks to the policy of the Head of State we are building a modern, friendly, open Kazakhstan, presented on the world stage as a developing country full of potential. The issue of export support through "single window" will provide an opportunity to increase its position in the global scale by providing worldwide products “made in Kazakhstan”. This support will really affect the development of business in the manufacturing sector, including agro-industrial complex", - said Nurlybek Mukanov.
He also emphasized the second priority of the address - increasing the share of SMEs in GDP to 50% by radical improvement and expansion of the business environment.
"Why, you ask, because this priority mainly covers all factors hindering business development. Working at the Chamber of Entrepreneurs, almost every day we are faced with issues of affordability, unnecessary requirements on delivery of public services, over-regulation of certain activities that have an additional burden on businesses, a lot of companies with state participation, occupying certain monopolistic position in the market, the availability of certain rules of RLAs that enable inspection bodies to take ambiguous, sometimes unilateral decisions that determine the future fate of enterprises. For example, in 2016 66% of all appeals and complaints of entrepreneurs in our region have been confirmed, and the rights of entrepreneurs were restored through the prosecutor's office. Since the beginning of the existence of our Chamber (October 2013), we have protected the property rights through the courts totaling 6.5 billion tenge”, - said the director of the Chamber of Aktobe.
Nurlybek Mukanov is sure that orders of the Head of State about the need for the Government in conjunction with the "Atameken" to take measures to reduce all types of costs for business, to conduct a "revision" of all legislation to identify regulations that hinder competition, will give real opportunities to achieve the objectives of increasing the share of SMEs in the country's GDP.
Questions of macroeconomic stability and the development of human capital, specified in the address, are a significant component of business development, said the director of RCE. According to him, the thesis "Human capital decides everything" is relevant to this day. Qualification of experts, ranging from skilled engineers and ending with veterinarians working in farms, lays the foundation for competitiveness and business stability.
"We, as a regional Chamber, are ready to work in this direction together with the business community of the region to fulfill the tasks set by the President. After developing the business, we are developing the economy, developing the economy - we are developing the general welfare of Kazakhstan", - concluded N. Mukanov.
