Digitalisation and support measures: Atameken discusses the development of social entrepreneurship
The Subcommittee on Social Entrepreneurship Development met today at the National Chamber of Entrepreneurs of the Republic of Kazakhstan «Atameken» to review its work in the first half of the year. The meeting was chaired by Aslan Kaligazin, Deputy Chairman of the Management Board of Atameken, and brought together representatives of government bodies, regional chambers of entrepreneurs and Kazakh businesses.
The meeting centred on a presentation by Yerlan Sagnayev, Vice Minister of National Economy, of a digital platform for managing the Register of Social Enterprises. The platform attracted considerable interest from experts and business representatives. Automating the register will enable Atameken and government bodies to make registration procedures and access to support measures more transparent and accessible to entrepreneurs.
According to Atameken experts, the national register included 1,776 social enterprises as of 1 July 2026, with Astana and Almaty recording the highest levels of business participation.
Alexander Sobolev, Head of the Subcommittee, outlined the key achievements of the past six months and priorities for the second half of 2026. Regional chambers of entrepreneurs also shared their practical experience. Representatives from the Ulytau, Atyrau and Pavlodar regions presented videos showcasing leading social enterprise projects operating in their regions.
An open discussion gave representatives of social enterprises and regional subcommittees an opportunity to raise both systemic issues and specific challenges encountered locally. Participants also put forward concrete proposals to improve existing government support mechanisms.
The Subcommittee plays a key role in coordinating efforts to support, develop and promote social entrepreneurship in Kazakhstan. To maintain dialogue with businesses and address local issues, 13 regional subcommittees operate across the country, including in the Atyrau, Pavlodar, Kostanay, Almaty, Aktobe, Zhambyl, Kyzylorda, East Kazakhstan, West Kazakhstan, Karaganda and Ulytau regions, as well as the city of Almaty.
Atameken will continue to strengthen cooperation with the government and the business community to develop practical proposals for improving legislation, expanding training programmes and creating a more favourable environment for social enterprises across Kazakhstan.
