The sensational story of the conflict between the Department of the Committee on monitoring of medical and pharmaceutical activities of the East Kazakhstan Region and a pharmacy, which started to work thanks to the government program for support of small and medium enterprises "Business Road Map-2020".

For a few years in the regional center prescription production unit operated in the walls of the 101st pharmacy. Simanovskiy smear, Preobrazhenski powder and many other perishable, but very relevant affordable medicines for the population were produced only here. Possessing a license, the unit diluted 96% ethyl, thus, making 70% alcohol for the wholesale supply of regional hospitals.

In February 2015, the budding entrepreneur, a former pharmacist, Elena Likhacheva obtained a loan under the state program, she decided to open a business – a pharmacy. And not just any pharmacy selling or reselling drugs, what do hundreds of her colleagues, but a prescription-production unit. Second one in Ust-Kamenogorsk. Then events began to develop according to the scenario of a detective film ...

First, the department received a complaint on Likhacheva regarding fictitious drug, then there were anonymous calls, followed by inspections of the facility, penalties, court, letters to the heads of other pharmacies and health care institutions, they say, Likhacheva is a defrauder, she will soon be deprived of the license. Frightened by such pressure, Elena Likhacheva terminated the contract for the supply of medicines to a hospital in the amount of 3.5 million tenge.

Elena Likhacheva addressed to the Chamber of entrepreneurs of East Kazakhstan region with the request "to protect her against unwarranted, illegal actions of the Deputy Head of the Committee on monitoring of medical and pharmaceutical activities of EKR Lyazzat Kusyabgalieva, aimed at hindering the business activities".

Summing up all the information, the experts of the Chamber of Entrepreneurs of East Kazakhstan region came to the conclusion that, objectively, the actions of the deputy head of the Department of the Committee on monitoring of medical and pharmaceutical activities of EKR Lyazzat Kusyabgalieva impede normal operation and development of business of Elena Likhacheva, and in the future may simply lead to the closure of the business.

The Chamber asked the regional prosecutor's office to conduct an audit on these facts and take actions of prosecutorial response in order to protect the rights of the entrepreneur.

The Chamber of Entrepreneurs sent appeals to the Ministry of Health and Social Development of the Republic of Kazakhstan on the issue of assistance in curbing unwarranted actions of Lyazzat Kusyabgalieva.

As a result this story has found its rightful decision. Thus, the ex-deputy head of the Department of the Committee of monitoring of medical and pharmaceutical activities of EKR Lyazzat Kusyabgalieva was sentenced to three years of imprisonment with confiscation of property, for life deprived of the right to hold public office positions in the civil service, in state bodies and public organizations, and she still will have to pay a fine of 2,000 MCI.
