Yuliya Yakupbaeva "Construction for the sake of construction does not make sense!"

"Atameken" is working in а pilot mode on a program that offers Zhilstroysberbank of Kazakhstan.

"This is a program of placement of funds through second tier banks for construction of housing for the customers of Zhilstroysberbank. With some refinement, the program would be viable", - said Deputy Chairman of NCE RK "Atameken" Yuliya Yakupbaeva.

However, there are some contradictions in this document.

"For example, currently construction companies inquire how to construct housing in the absence of guarantees that the demand for this housing will be one hundred percent. Let's admit that the funds are allocated, but some customers of Zhilstroysberbank may refuse, then the allocated funds will go to the program of rental housing or commercial property. But there are completely different inputs, different people who act as buyers of commercial and social housing, in connection with this, there are some nuances. There is also a question of price. The fact that funds are allocated only for the purchase of apartments, but the question of construction of parking lots remains open. If a construction company builds it at its own expense, then the margin will be another ", - explained Yuliya Yakupbaeva.

Speaking about the situation of housing construction, Deputy Chairman of NCE noted that mortgage volumes fell due to high interest rates.

"A borrower can hardly sustain the rate of 12%. Besides the loans are issued on short terms. And as a result, the mortgage market has shrunk significantly. Currently, the state is trying to go to the market of rental housing, but perhaps to close completely the needs of our citizens through the development of rental housing only will not be easy", - said Yuliya Yakupbaeva.

In this regard, the National Chamber of Entrepreneurs offers to develop a program of housing construction, which would be attended by members of rental housing, social and commercial housing and mortgage elements through both housing savings and through commercial banks.

According to Yuliya Yakupbaeva, NCE has already submitted its concept to the Ministry of National Economy, which has not been approved yet. And this is understandable, since this requires funding.

"Without sufficient funding, the program cannot be implemented. Construction for the sake of construction does not make sense! The volume of construction can be extended only if there is a specific demand", - said the deputy chairman of NCE RK "Atameken".

According to her, the program will be in great demand among the population and has the potential for implementation, since Zhilstroysberbank has about 400 thousand contracts (orders), signed with the citizens.

As for search of "cheap" money for construction, the resources of National Fund are not infinite, then, according to Yuliya Yakupbaeva, we can not underestimate the value of "Nurly Zhol".

Recognizing the seriousness of the housing problem from year to year, deputy chairman of NCE stated that, perhaps, today there is a need to segment the demand of Zhilstroysberbank. Someone can afford housing of a higher class, while others may not, but they all need housing, there are those who can’t afford any rental or commercial housing - the so-called socially vulnerable categories of the population. According to the representative of the Chamber,  for a systematic approach, the small housing market can be divided by segments.

"You just need to sit down and to compare waiting lists in need of housing. But as they say, we didn’t have a chance to fulfill this task, but we are moving in this direction", - she added.

Yuliya Yakupbaeva also believes that the lease-purchase of housing – is a very disputable issue.

"The state builds a person receives rental housing with the right to repurchase on preferential terms, as a result the flat goes to private ownership. Owners of property often use it as a tool for investment. After some time an apartment can be resold. In this regard, there are opinions to eliminate option of purchasing rental housing, and then housing stock will increase", - summed up Deputy Chairman of NCE RK Yuliya.Yakupbaeva.

NCE is planning to explore and to study experience of the European countries, where they reasonably solve the housing problem by creating social housing. Citizens have little problem getting the apartment, renting it out, moreover, a person is free in terms of movement.
