To the attention of construction companies!
Pursuant to the request of the Head of State was approved the Order of the Minister of National Economy of the Republic of Kazakhstan "On Introduction of the resource method for determining the cost of construction in the Republic of Kazakhstan".
Within the frames of the implementation of the Order, 133 regulatory documents, developed by the resource method, were approved by the order of Committee for construction, housing and utilities, agriculture and land management of MNE RK (copies of the orders are available here).
In this connection, starting from July 1 this year, all concluded contracts for the development of design estimates for new projects proposed for financing from the public funds and quasi-public sector entities (national companies) should calculate the design and estimate documentation by resource method.
For all contracts concluded before July 1, it is necessary to continue use of a basic index method.
Calculation of the cost of design and survey works will be performed by the resource method as of 1st of November, determination of the estimated cost of feasibility studies of the projects will be implemented by the resource from 1st of January 2016.
"Action Plan for a phased transition to a resource method for determining the value of construction in the Republic of Kazakhstan" provides for the organization of training activities on resource method for engineers, quantity surveyors. It also envisages holding of meetings to explain the major issues of transition to a resource method for determining the estimated cost of construction.
