Vehicles of Kazakh long distance truck drivers are worn out by almost 70 percent

This information was announced at the fifth meeting of the Subcommittee on Road Transport of the Secretariat of Logistics and Transportation Committee

At the meeting, which was chaired by the Secretary General of the Union of International Road Carriers of Kazakhstan Theodor Kaplan, were discussed problematic issues and potential for business development in the road transport industry.

Union of International Road Carriers of the Republic of Kazakhstan (KazATO) presented to the participants of the meeting the interim report, which was prepared on the basis of a comprehensive study of the development of business in the international road transport industry.

According to comparative data as of January 1, 2013, the share of vehicles of Russian carriers is 58%, the Belarusian carriers - 72%, while Kazakh carriers - only 19%.

"The degree of wear of the vehicles of Kazakhstani international carriers in 2014 equals to 68%", - said in the statement KazATO.

One of the hot topics of the meeting of the Subcommittee was: how will vehicles be released into circulation after July 1, 2016, purchased in third countries, as they will not be able to obtain the relevant documents for customs clearance and registration of vehicles. Currently, neither the international carriers, nor the regulation bodies have understanding of how to address this issue?

"There are certification centers in Kazakhstan now, which have the authority to issue the relevant documents (the type of vehicle) for the issuance of freight vehicles purchased in third countries", - said the head of the Union of International Road Carriers of the Republic of Kazakhstan Teodor Kaplan.

Besides the issue of replenishment of rolling stock, there are plenty of other outstanding issues, the main is the organization of transport control at the territory of the Republic of Kazakhstan.

According to KazATO, currently, no more than 50% of payment notifications handed out  to foreign carriers on the outer border ("extinguished") at the posts of transport control of the Republic of Kazakhstan, which creates prerequisites for the transport of goods by foreign operators without permits, or again (repeatedly) using them (authorization). The number of violations of the permit system, identified and transferred to the transport control authorities upon entering through the external border of the Customs Union, is much higher than the number of scanned on the territory of Kazakhstan of vehicles and the amount of the calculated penalty. That, in turn, gives rise to corruption.

Another problem, as reflected in the report, is unfair competition on behalf of the Kyrgyz carriers.

Almost a year has passed since there was signed an intergovernmental protocol (November 7 2014), introducing amendment to the application of the licensing system to the transportation of goods to / from third countries in connection with the entry of Kyrgyzstan in the Eurasian economic union, thus creating equal conditions for operators of all countries. However, the Protocol hasn’t been ratified neither in the Republic of Kazakhstan nor in Kyrgyzstan.

Following the meeting, in order to increase the competitiveness of domestic carriers, there have been prepared by many proposals.

In particular, KazATO offers to provide state support in upgrading rolling stock, to ratify the intergovernmental protocol dated by November 7, 2014, which abolishes the permit-system for cargo transportation to / from third countries between Kazakhstan and Kyrgyzstan, to implement the certification decision for the right to release into circulation freight vehicles in the Republic of Kazakhstan after July 1, 2016, according to the decision of the Council of the Eurasian Economic Commission dated by December 9, 2011 "On the adoption of technical regulations of the Customs Union "On the safety of wheeled vehicles", as well as to strengthen the monitoring of traffic by foreign carriers, following the territory of Kazakhstan without permission.
