Pharmacy business: how to help entrepreneurs
New rules are required in the sphere of procurement of medicines and medical devices
We need new regulations governing the procurement of medicines and medical products and pricing on pharmaceutical and medical products within the state guaranteed benefit package, taking into account the realities of the market.
This was discussed at an enlarged meeting of LLP "SK-Pharmacy" on issues of supply with drugs and medical products within the SGBP, which was held with the participation of representatives of NCE RK "Atameken".
As it was noted by the representatives of the Secretariat of pharmaceutical, medical and health care industry of NCE RK, entrepreneurs face challenges, which ultimately reduces their profitability. In particular, the long-term payment for actually delivered goods by the customer up to 4 months, the imperfection of the procedures of procurement under the SGBP at the regional level, not sufficiently researched pricing mechanism under the SGBP, incomplete coverage of the nomenclature of domestic products for procurement under long-term contracts, failure of the public authorities to meet the deadline of harmonization of regulatory legal acts.
In addition, there is a risk of increased cost of product prices, delay or disrupt of supply of medicines supplied from Ukraine. To ease the conditions of transportation of goods for entrepreneurs from Ukraine to Kazakhstan, and to support them, the Secretariat of the pharmaceutical and medical industry and medical services NCE RK is collecting information by requesting it from the State Revenue Committee of the Ministry of Finance of Kazakhstan on the basis of the request of the Federal Customs Service of Russia, with all the potential importers.
As I informed the deputy chairman of LLP "SK-Pharmacy" Maxim Kasatkin, "it is scheduled to purchase 1,034 kinds of medicines and medical supplies worth 102 billion tenge in 2016. By the condition on 20th of December, the purchase of 830 items in the amount of 79 billion tenge was completed.
Speaking about the effectiveness of interaction with a single distributor on promotion of domestic production, the representatives of the National Chamber of Entrepreneurs "Atameken" noted that the significant results were achieved, for example, the practice of long-term contracts with manufacturers of medical equipment and the extension of long-term contracts for up to 10 years was introduced. In turn, the representatives of LLP "SK-Pharmacy" emphasized the role of the Commission that deals with complaints of customers regarding the supply of low-quality products under the National Chamber of Entrepreneurs of Kazakhstan "Atameken", as it serves as a preventive measure for the supply of high-quality domestic products.
As a result of the expanded meeting, participants agreed to establish a working group at the Ministry of Health and Social Development of the Republic of Kazakhstan on the development of new legal acts regulating the procedure for procurement of medicines and medical products, and pricing of pharmaceuticals and medical products within in the framework of the state guaranteed benefit package, taking into account the realities of the market.
