NCE proposes to divide the EAEU technical regulations for building into two parts
Safety rules of buildings must be determined by each country individually, according to NCE
As it is known, the Technical Regulations of EAEU "On safety of buildings, building materials and products" are being developed now. At a briefing at NCE the Chairman of the Committee of construction, production of building materials and housing NCE RK "Atameken" Alexander Belovich said that the National Chamber for two years opposed the development of technical regulations for buildings and structures, recognizing the need only in a single document for building materials and products. "As for the building materials market, we, as entrepreneurs, support it, because our materials go to Russia and other countries, and vice versa. As for buildings and structures that do not move, we are against the creation of a supranational document and we demand that the safety of buildings and structures should be regulated only by national instruments of EAEU member countries", - he said.
Many times at the meetings of all the member countries of the EAEU, the Kazakhstani side noted that countries operate under different conditions: different regulatory and technical framework, different systems of training, different systems of conformity assessment, and, most importantly, different systems of access to the market. In case of the adoption of regulations, Kazakhstan will need to establish a special regime of regulation of certain areas would have to be coordinated by the Eurasian Economic Commission and the Member States of EAEU. After the adoption of the Technical Regulation on a mandatory basis will be applied building regulations of EAEU, all construction products will have to undrgo mandatory confirmation of conformity with technical regulations or fitness assessment.
On 14th of January 2016 at a meeting of the Committee of construction, production of building materials and housing NCE RK "Atameken", the Committee decided to re-apply to the competent authority with a proposal to divide the Technical Regulations on two documents: Technical Regulations on Safety of building materials and products, which must be adopted as soon as possible, and technical regulations on safety of buildings and structures, which needs to be modified in terms of development of comprehensive requirements for buildings and facilities by each country. Terms of the agreement allow such a division. Prior to the adoption of the Technical Regulations on safety requirements for buildings and structures, the design process (including research), it is proposed to leave regulation of manufacturing, construction, installation, etc. under the national law of the Member States of EAEU.
