"Atameken" will follow the preparations for spring floods
NCE sends its representatives to the budget committees to monitor the allocation of sufficient funds for the prevention of emergencies
Preparation for the spring floods was discussed at the meeting of the Council on protection of the rights of entrepreneurs under NCE RK "Atameken". The Chairman of the Council of Karaganda region Serik Toregeldin, speaking on the subject noted that Kazakh officials report annually on perfect readiness for any disaster, but floods continue to claim lives, to cause damage to the population and business. "Why did we have raise this question? In 2016, by the condition on that period, there was much rainfall, which was higher than in previous years, when the tragic cases occurred. Today, residents, entrepreneurs of Karaganda region are in terror waiting for the spring flooding. In previous floods businesses have suffered huge losses which were hardly compensated by the state. 46 entrepreneurs of Karaganda region suffered losses in the amount of 70 million tenge", - he said.
The most striking example of the inaction of state bodies is breakthrough of the dam in the village of Kokpekty of Karaganda region. Prosecutor's office of Karaganda region concluded that the person guilty of the tragedy is the founder of LLP "Tabigat XXI" Vladimir Kryuchkov. The latter systematically warned the authorized state agencies about unsafe dams and, not being the owner of the buildings, couldn’t enforce the structure on his own. State officials didn’t take any action to strengthen the dam to prevent the emergency. "We have considered this issue at the session of the Council. There are plenty of violations of the procedure. We said, You can’t act like that” both to investigating authorities and the supervisory authorities. But despite this, it was a criminal case. Today, the entrepreneur, instead of replenishing the budget in an economically difficult, has to give evidence from morning to evening in the court", - said Toregeldin.
The Chairman of the Council on protection of the rights of entrepreneurs Gani Kasymov said that the reason is insufficient allocation of funds from the budget to prepare for floods. "There is one solution - to fill the budget committee with our people (employees of NCE) and to plan the budget. What is missing? We're talking about it before the trouble started, let's solve those issues. Our employees already work in commissions in Temirtau, Balkhash, Satpayev Karazhalu, Abai, Ulytau. We focusing now on provision of the necessary funds from the budget. Tell me where our employees are required, which local agencies create obstacles? We need to work proactively where some dam should be put, how much it costs, how much money is required, how much money was spent, how much is missing, which the reason of the trouble", - he said to Toregeldin.
"In Karaganda region there are 9 cities and 9 regional centers. In 6 localities there are representatives of NCE and 12 don’t", - he said.
"It is necessary to address to Akimats, in order to nominate NCE representatives to budgetary committees on behalf of the Council. We need to prevent the situation. Now it is necessary, along with the forces of EMERCOM to address this issue in a detailed and professional way", - concluded Kasimov.
