Draft decree on purchase of medicines was discussed at NCE RK "Atameken"
Associations and the business community have made more than 100 proposals and comments to the document
The National Chamber of Entrepreneurs of Kazakhstan "Atameken" received the draft of the Government Decree "On approval of the rules of purchase of medicines, medical devices, medical equipment, their storage and transportation, pharmaceutical services and provision of them in the framework of state guaranteed benefit package" in a new edition, which was developed by LLP "SK-Pharmacy". The National Chamber organized a discussion on the draft with representatives of LLP "SK-Pharmacy", the business community, trade associations regional chambers of entrepreneurs joined the discussion via the videoconference connection. During discussion of the draft Decree, the business community, the associations presented more than 100 suggestions and comments. During the discussion, it was noted that the draft Decree is not systematic, there are clauses, which duplicate each other, some of them contradict each other. They have been identified, as well as other inconsistencies with the legal provisions.
In addition, as unanimously noted representatives of associations of pharmaceutical activity, in connection with the ongoing reforms in health care sector: the introduction of mandatory social health insurance, the Kazakhstani National Formulary, the privatization of LLP "SK-Pharmacy", which will significantly affect the implementation of the draft Decree, it is necessary to discuss the main conceptual approaches to the proposed mechanism of purchase. In this regard, the participants of the meeting recommended to send a letter to the Ministry of Health and Social Development.
