Deputies - entrepreneurs should be engaged in the work of commissions on business issues
This was stated by the Commissioner for the protection of the rights of entrepreneurs of Kazakhstan Bolat Palymbetov at the reporting meeting with the businessmen of Almaty region. According to him, the business community should participate actively in the discussion of tax projects, customs codes, issues of humanization of legislation.
"Entrepreneurs create the economy. Therefore, if you do not participate actively in legislative activities, these laws will be adopted without you tomorrow. You can’t be passive. Today, the National Chamber of Entrepreneurs "Atameken" is represented in almost all sectoral working committees. But you must take an active part, to make proposals", - said Palymbetov.
The business ombudsman drew attention of the Chamber of entrepreneurs to the fact that all local maslikhats are represented by deputies-businessmen.
"For example, there are 27 deputies-businessmen in the regional maslikhat, representing 61% of all MPs. In Taldykorgan city 7 deputies of 15 are entrepreneurs. In Kapshagai there are 7 deputies businessmen, in the city of Tekeli there are only 2 deputies- entrepreneurs out of 12. And in Alakol district among 23 deputies 11 are entrepreneurs, in Enbekshikazakh district there are 12. Involve them in the work of the budget committee, discussion of other important issues", - suggested the Commissioner for the Protection of the rights of entrepreneurs.
According to him, in order to ensure transparency of public procurement, it is necessary to include representatives of the business community in the commissions.
"A lot of problems arise due to lack of information, as a result, and start different kinds of speculation. Since among the members of the commission on purchases there are no representatives of the business community, it is necessary to include them in all sorts of commissions", - said the Business Ombudsman.
The Chairman of the Regional Council of the Chamber of Entrepreneurs of Almaty region Rimma Salykova also called on businessmen to take part in the work of public commissions.
"Under the Regional Council there are committees for the development of agriculture, tourism, industry and tariff setting. Everyone can take part in them, to make suggestions and comments. Business development depends on its activeness. In order to intensify the work in the districts of regions, we pay visits", - said R. Salykova.
At a meeting businessmen were able not only to voice their concerns and put questions but also to make proposals. For example, a member of the regional council, director of "Ali Bastau Arna" Kairat Manlikov proposed to abolish customs duties on specialized equipment and recycling of vehicles, while maintaining 12% VAT. According to him, this measure will facilitate the purchase and intake of transport.
Businessman Pavel Syubar raised the appropriateness of installation of POS-terminals in several business areas. "Our office is located in the city center. But for all this time, not even a single person used a bank card to acquire our video surveillance system, fire protection system, cable products. It is logical to install terminals in grocery stores. But when buying technical products , the transactions are made through a bank transfer to an account. In this regard, we do not see the importance of installing POS-terminals. Although according to the laws, business entities that have cash registers, must have a terminal ", - said the businessman.
Summarizing the results of the meeting, the Business Ombudsman of Kazakhstan Bolat Palymbetov assured that all the raised proposals will be discussed in working groups.
