Such a task was set for the regional builders at a meeting of the Commission on the monitoring of local content and promotion of domestic producers

As it turned out, the local construction companies often give preference to Russian materials, while there are domestic manufacturers in the region. These are: LLP "Petropavlovsk plant of building materials", LLP "Unity" and LLP "Factory of prefabricated buildings and structures". And if last year the interest of contractors for materials of Russian production was still possible to explain by savings associated with a low rate of the ruble, but today, as we know, the situation has changed radically.

By what are guided developers now and why they do not like the local production? The chairman of the Commission, deputy akim Mukhtar Mankeev was interested in the answer to this question.

According to the leading builders of the region, the choice is stipulated by the quality.

"If we talk about LLP "Unity ", the quality of slabs is poor, but we still try to use the products of our companies. But Russian slabs are of better quality. Of course, all this is understandable. Our factory has been operating recently, some technologies are not finalized, but the Omsk enterprise works from the Soviet Union times", - said director of LLP "Osnovanie" Sergey Timofeev.

At the same time he notes that now, when the difference between the currencies is balanced, the builders, of course, try to buy materials of domestic production - local or from other regions of Kazakhstan. This is the main purpose of the Commission for monitoring of local content and promotion of domestic producers, which was created by the Regional chamber of entrepreneurs and Akimat of the region in March of this year.

"Colleagues, we must understand that when we talk about local content, we can’t be limited only by our region. Do not forget that next to us there are very strong in terms of materials production Akmola and Kostanay regions. And if their businesses are participating in our tenders and win, it is also the percentage of Kazakh content ", - said Mukhtar Mankeev.

Deputy general director of LLP "Factory of prefabricated buildings and structures" Azamat Bekkuzhinov also has claims to property developers for the past year. According to him, all metal constructions, which were used for the construction of the Palace of Sports, were imported from Russia.

"Back then the exchange rate of the ruble has not yet fallen to three tenge, it was in an area about five, but all metal constructions, nearly a thousand tons, were brought from Moscow. Now, at the rate of 5.2 tenge, it costs 70-75 thousand rubles, or 400-420 thousand tenge per tonne, when we sell it for 350 thousand tenge. And this is despite the fact that steel increased in price by almost 70%. Therefore, the cost of Russian metal construction can’t be cheaper. Imagine whether you bring this stuff from Moscow by truck, or but it here 5 km away. At the same time, I note that metalwork that we produce here is not worse - we have supplied our materials to Almaty for the construction of an ice palace, and in Astana - for the construction of "EXPO-2017"", - said Azamat Bekkuzhinov.

In order to avoid such facts in the future, the Commission decided to create a list of manufacturers of the North Kazakhstan region and to bind it to a table on local content created by the National Chamber of Entrepreneurs of Kazakhstan "Atameken". So the members of the Commission will understand who buys what today, as well as which vendors drop out of the list.

In the meantime, by the condition on May 1, the proportion of local content in the construction amounts to 84.24%, but regional construction management does not rule out that by the end of the year, this figure could be reduced significantly.

According to the head of construction management of NKR Serik Mukhamediev, this year in Petropavlovsk it is planned to commission 13 multifamily housing buildings under the state program of infrastructure development "Nurly Zhol" with participation of JSC "National Holding" Baiterek ", 6 dormitories (135 apartments) for young workers in the 5 districts of the region at the expense of the National Fund within the framework of the third direction of the program " Road map of employment 2020", as well as construction of five single-family houses in village of Smirnovo of Akkayyn district from the national budget and the construction of 50-apartment housing building in Taiynsha at the expense of the local budget. Four education facilities will be also constructed in the region in the current year.

"As of May 1 this year, the share of local content on these sites was 84.24%. In principle, this is a high percentage. However, it should be noted that it is formed by the fact that at the initial stage of construction, were mainly used locally produced building materials. It is a brick, concrete products, piles, cement, dry mixes, metal and plastic pipes, PVC windows, rubble, asphalt, paints and varnishes. But at the end of the construction work, as a rule, we are already beginning to use imported construction materials: profiled metal sheet, metal, metal siding, tile, ceramic, linoleum, lumber, electrical equipment and so on, so by the end of the year, most likely, the share of local content will be reduced", - said Serik Mukhamediev.

At the same time members of the Commission recommended not to lower the rate below 80%.
