The businessman said that currently increase of the proportion of local content in the procurement of domestic companies is priority in Kazakhstan. However, he said, manufacturers are faced with certain difficulties associated with sales. "Our products are related to capital expenditures, however, due to budget cuts delayed the implementation of major construction and renovation projects, resulting in decreased demand for cable products. However, despite the current situation, our company is trying to save jobs. And in this case, today, the role of public procurement and procurements of the fund "Samruk-Kazyna" increases more than ever for our enterprises. It allows us to provide a loading of our capacities, to give people work ", - said the businessman, referring to the prime minister.
"I would like to note the work undertaken in this regard by the National Chamber of Entrepreneurs jointly with local authorities on the creation of regional working committees to support domestic producers. There were established working commissions, which function in each region, including Pavlodar region, where our company takes an active part. During the meetings of the working commissions, the customers in the face of state bodies meet with potential suppliers of goods, works and services for the discussion of possible cooperation", - said Crook.
He also added that the "Atameken" agreed on the establishment of working groups to increase the share of domestic producers in the procurement of eight national companies of "Samruk-Kazyna". "The work is currently underway to determine the needs of the group of companies "Samruk-Kazyna". The required items are classified according to different sectors in order to identify potential suppliers of goods, works and services ", - said the businessman.
"In this regard, I ask you to instruct your Deputy Bakytzhan Sagintayev to take under personal control the results of the work of joint commissions and working groups, consisting of local authorities, the National Welfare Fund" Samruk-Kazyna "with NCE in order to support domestic producers (on a monthly basis)," - he said.
Crook pointed the attention of the Prime-Minister to the fact that it is difficult to select the real Kazakh producers amongst a large number of entrepreneurs. He stressed that the real support of the state should be sent to real manufacturing companies, and noted the need in a production certification tool that would confirm its actual production and production capacity. "Such a tool could be the initiated by the National Chamber of Entrepreneurs - Institute of Industrial Certificate. This tool will also allow to rank the manufacturers of similar products by the level of technological competitiveness. Business will determine itself who is who", - said the businessman.
The businessman said that currently there are some difficulties in the legislative consolidation of the Industrial of an Institute certificate. "NCE ensured development of all necessary documentation for the implementation of the Industrial certificate based on the positive and negative aspects of the certificate of origin ST-KZ. At the same time, we ask you, dear Karim, to assist in the legislative consolidation and further implementation of the necessary tools to support domestic producers", - he said.
JSC "KazEnergoKabel" produces more than 7 000 items of cables and wires. The domestic manufacturer has already signed long-term contracts in the amount of 1.9 billion tenge. At the same time 57% of delivered products accounted for JSC "Kazakhtelecom".
