The first stage of the campaign "The prosecutor's office and NCE - an open dialogue: challenges and proposals" finished in Taraz

Within the frames of the campaign were held meetings and were presented reports of the heads of state bodies on cooperation with the business sector, including at the site of ​​the State Revenue, Consumer Protection and Emergency Situations Departments. The heads of these bodies brought to the attention of entrepreneurs all the information on their activities regarding the improvement of the quality of public services, as well as measures taken to reduce the administrative burden on business. Businessmen could openly ask questions, resulting in the fact that the reporting meeting turned into an open dialogue, which was interesting for participants – the businessmen of the region.

The first stage of the campaign was completed by the final meeting at the conference room of the Chamber of entrepreneurs with the participation of the leadership of the Chamber, regional prosecutor's office, department of business and industrial-innovative development and business community. During the final meeting were discussed the results of cooperation in support of the business sector, the implementation of joint projects and the work of the mobile teams for the protection of entrepreneurs.

It should be noted that the whole procedure of business inspections is fully automated, as there was created a unique system of accounting and control "Unified Register of subjects and objects of inspections". The system itself is based on the criteria of the algorithm and methodology, which select potential infringers and determines when and whom to audit.

However, according to deputy prosecutor of Zhambyl region Aidos Mailybaev, there is a number of areas in which entrepreneurs do not feel protected.

"According to statistics, this year were registered 1971 inspections of business, more than 50% of which were held by the offices of the Department of Consumer Protection, in 25% of the cases the state revenue department audited entrepreneurs, 63 audits were conducted by the Department of Emergency Situations. It is no coincidence that at the sites of these government agencies were held meetings with entrepreneurs", - he said.

According to the information of the assistant prosecutor of Zhambyl region Abay Altaev in each regional center and the city of Taraz, there are mobile teams for the protection of the rights of entrepreneurs, which include representatives of the Prosecutor's Office and the Chamber of entrepreneurs. Their main goal is to provide operational assistance to signals from businesses.

"In the current year there were received 22 signals from the mobile group, there were made 11 prosecutorial statements on the need to eliminate violations of the rule of law, disciplinary charges were brought against 20 persons", - he said.

In his speech, the director of the Chamber of Entrepreneurs of Zhambyl region Karlygash Aralbekova reported that since the beginning of 2016 the Chamber received 89 complaints on legal issues.

"Most complaints - 15 were related to the theme of land relations, 11 - public procurement, 9 - on the actions of public authorities, 9 applications were devoted to relations with monopolistic organizations, - she said. - Since the beginning of this year, the legal unit of the Chamber of entrepreneurs sent 16 requests to the regional prosecutor's office for resolution of business problems, each of which required the intervention of the prosecutor's office. What did we get in return? Rapid response and four positively resolved business problems.  "As an example she quoted one of the recent cases of collective treatment of business engaged in selling of petroleum products in the region.

"Thanks to the intervention of the Prosecutor General, the sellers of petrol in Zhambyl region were able to prove the legality of transactions with pseudo-entrepreneurs", - she noted.

Another example of successful cooperation of the Chamber of Entrepreneurs and the regional prosecutor's office is the application of a driver Andrey Streletz to the mobile group on the actions of the Transport Inspectorate to impose unreasonable penalty. As a result, the entrepreneur still has paid a fine for overloading, but after weighing the "extra" kilos it decreased considerably and a fine of 1.27 million tenge dropped to 39 thousand tenge.

Bolat Esimbekov the head of the department of entrepreneurship and industrial-innovative development of akimat of Zhambyl region, reported that in 2015 the volume of production, including works and services of small and medium-sized businesses, amounted to 327.6 billion tenge, or, over the same period last year, an increase of 99.7%.

"According to statistics, the share of small and medium-sized businesses in the gross regional product by the end of 2015 amounted to 19.6% and ranks 11th among the regions of the country", - he said.

According to him, one of the most effective measures of state support of business is lending to small businesses, substantial assistance to entrepreneurs is provided under the program "Business Road Map - 2020".

According to the organizers, the second stage of the joint campaign "the prosecutor’s office and NCE - an open dialogue: challenges and proposals" will be the organization of a mobile station, the plans of which is to visit soon all the districts of the region as part of the working groups from among the representatives of the control and supervisory bodies, as well as the Chamber entrepreneurs.
