The problematic range of issues was discussed during the meeting of the Deputy of the parliamentary group of the Political Party "Ak Zhol" of Mazhilis of the Parliament of RK Meruert Kazbekova with entrepreneurs of Akmola

"The problems certainly exists, and as often happens, they are common to all. A large number of appeals is traditionally related to the sphere of land relations. This is the problem of the preparation of detailed planning plans, absence of transparent information about the availability of land, the timing of consideration of appeals, - stated the director of RCE Erkebulan Bayakhmetov. – There are many questions in public procurement. As part of the development of local content, we are working to ensure that our producers can maximize participation in tenders, promote their products".
Director of the RCE also noted that today one of the discussed issues - tax rate on extraction of minerals, commonly occurring minerals, underground waters and therapeutic muds. As it is known, the Tax Code and other laws and regulations have been amended.
"In the new edition (article 342 of the Tax Code of the Republic of Kazakhstan), the tax rate on mining to underground water is set at a minimum calculation index per cubic meter of extracted groundwater (effective from 1 January 2016). This rate is very high and poses a threat to the further conduction of business, particularly in the Shchuchinsk - Borovoe resort area", - added the Deputy Director of RCE Valentine Gerashchenko. Experts of the Chamber propose to take emergency response measures and to amend existing legislation.
If we are talking about a resort area, the participants debated on the issue of development of tourism in the area. "In a region, where seemingly everything has to be adjusted for the development of the tourism industry, the relevant infrastructure is not adequately represented. Moreover, an international airport has just started to being built", - claimed Meruert Kazbekova.
In discussing the problem of transport, the chairman of the NGO "Kokshetau society of invalids with infringement of the musculoskeletal system "Chance" Vasily Szymanski told the deputy about inaccessibility of tickets in the summer for people with disabilities from other regions of Kazakhstan.
The discussion also addressed the issues of improving the legislative process and effective implementation of the adopted laws. In particular, they talked about entrepreneurship Code.
"We need to remember codes are equal, but if there are conflicts in the norms of legislation the most recent is in force. Accordingly, if the Entrepreneurial Code was introduced recently, it is in priority. If all parties observe it, it should lead to the expected results ", - said Valentina Gerashchenko.
"It is clear that any law can be compared to a living organism, and this Code is not perfect. Of course, there are issues, defects, which come onto surface upon its application. To do this, we will initiate such a meeting to find out the opinion of business in the field, we are open for suggestions on its improvement ", - summarized Meruert Kazbekova.
