Adjustment of state programs "Business Roadmap" and "Employment Roadmap" for development of mass entrepreneurship is carried out in Kazakhstan
Changing the rules of providing state support for beginners and existing entrepreneurs is carried out with the active participation of the National Chamber of Entrepreneurs "Atameken". Commenting on the request of the correspondent palata.kz the essence of the upcoming innovations, the Minister of National Economy Kuandik Bishimbayev noted that "preliminary concept was presented to the Prime Minister of Kazakhstan, he approved it," and now "the document needs further approval". The Minister noted that "the main focus - is productive employment and large scale development of entrepreneurship".
"We want to introduce a wider micro-credit, to involve banking sector actively in it so that Kazakhstani residents can get loans not only in small towns, but also in major cities, because most of the people coming to work in the big cities, there are biggest opportunities for creation of a small business", - said the Minister.
For the development of entrepreneurship in rural areas through the Holding "KazAgro" and Employment of Roadmap – the main focus is made on the development of private farms and cooperatives in rural areas, added Kuandik Bishimbayev.
In addition, for the development of rural microcredits, it is proposed to "provide means for start-up entrepreneurs". "That is to allocate a separate state program so that someone who wants to engage in business for the first time in the village, receives a small amount of loans because, they do not have credit history", - said the Minister of National Economy.
According to the MNE, only about 4% of the villagers benefit the state support measures, more than 40% of them complained about the lack of liquid collateral base to attract the resources needed to open their small business.
For the development of productive employment in the country, it is planned to increase the number of students of labor trades or those, who get specialized secondary technical education. According to Kuandyk Bishimbaev every year 21 thousand students, finishing their studies after the ninth grade, they "don’t go anywhere to study". "In this regard, we propose a number of novelties, which will be coordinated by NCE RK "Atameken". A prerequisite for all these programs is the duality that person can pass practice at the enterprise, and the employer must ensure it ", - concluded the Minister of National Economy.
