The Order of the Minister for Investment and Development of Kazakhstan will be valid for six months

At the initiative of the National Chamber of Entrepreneurs of Kazakhstan "Atameken" on the basis of the proposals of Kazakhstani pulp and paper industry was signed the Order of the Minister for Investment and Development dated by 25th of August this year in Kazakhstan "About the ban on the export from the territory of the Republic of Kazakhstan of regenerated paper, cardboard, paper and waste".

"In accordance with Article 18 of the Law of the Republic of Kazakhstan dated by 12th of April 2004 "On regulation of commercial activities", Article 29 of the Treaty on the Eurasian Economic Union, as well as section 10 of Annex 7 to the Treaty, I command to ban for six months export from the territory of the Republic of Kazakhstan of regenerated paper, cardboard, paper and waste (code TN VED 4707 EAEU)", - says the document.

It is noteworthy that since 2004 has operated a ban on the export of waste paper from the territory of the Republic of Kazakhstan (RoK Government Decree dated by 27th of August 2004 # 908), but the question of shortage of raw material for the domestic paper companies relevant to this day. The main problem is the removal of the paper raw materials in large quantities to a third country by illegal means or through the territory of the EAEU Member States.

In this regard, the Ministry of National Economy ordered to inform the Eurasian Economic Commission on the introduction of the ban, and to submit to the EEC a proposal for a ban on the customs territory of the Eurasian Economic Union.

According to the Department of economic integration of NCE RK, for the Union it will not be an innovation, as the Russian Federation and the Republic of Belarus has already introduced unilaterally by a temporary ban on the export of waste paper.

Furthermore, DEI of NCE RK has repeatedly voiced proposals on the establishment of the "Union" ban on all sorts of sites of EEC: at meetings of business dialogue and the Advisory Committee on Trade of EEC.

In addition to the EEC, the Order prescribed to notify the State Revenue Committee of the Ministry of Finance of Kazakhstan and the national company "Kazakhstan Temir Zholy" on ensuring control over non-export of paper stock from the Republic of Kazakhstan.

This Order shall come into force after ten calendar days after its first official publication.
