Akim of the capital supports business proposals

The idea of a new CSB was announced at a meeting of Aset Isekeshev with representatives of capital’s businessmen led by the chairman of the Regional Council of the Chamber of entrepreneurs of Astana Dauren Zhaksybekom.

Speaking at the meeting, the director of the Metropolitan Chamber of Entrepreneurs Ghani Tasmaganbetov told that today in Astana in connection with the dynamics of the increase of entrepreneurs and people interested in starting their own business, there is a need to establish a Service Centre, which will be run by representatives of a number of institutions for support and development of small and medium-sized business.

"In addition to the managers-consultants of the Chamber of entrepreneurs of Astana, it is planned to place employees-consultants of JSC "EDF "Damu", JSC "NMH" KazAgro", CSE and CSP. It is also proposed to place employees of city departments and services of the akimat of Astana (on land issues, architecture, etc.), consultants off SRC", - said Gani Tasmaganbetov.

After hearing the proposal, Aset Isekeshev found it appropriate and requested to make a proposal to the Deputy Akim Malika Bekturova.

It should be noted that today in Astana for support of business, there is a Center for Servicing Entrepreneurs (CSE), established by the Chamber together with the Akimat and the Fund "Damu". At the center small and medium-sized businesses get free consulting services in the field of accounting, law, marketing, including the development of business plans, as well as management, public procurement, customs services, quality management standards, IT-services.

During the implementation of the service support, the staff of Astana Metropolitan Chamber of Entrepreneurs served 5,600 SMEs, which obtained 7700 services.

During the meeting, local entrepreneurs voiced a number of proposals for improving the functioning of the capital business. For example, the chairman of the Association of transport of Astana Medet Kurmanov talked about ways to improve the work of urban taxi. According to him, a number of problems today prevents the official taxis from good development. Out of the total transport market share in Astana, which is more than 600 million tenge, they account only for 10%.

"The state does not receive large sums of taxes to the budget, since the turnover of illegal carriers is 6.5 billion tenge per year. However, please note that it is simply unprofitable to work officially for illegal carriers, as there is no infrastructure and the provision of services for passengers in taxis is not fully legally regulated", - said Medet Kurmanov.

He offered to provide the right to use dedicated bus lanes for legal taxi services, consider the introduction of a special number for a taxi to take account of cars and unimpeded use of parking spaces for taxis and special bus lanes, as well as to facilitate the work of the transport control services to support the creation of a unified dispatcher service on the basis of Association of transport companies on the principles of self-regulation legislation.

Director of LLP "Trubokomplekt" Sergei Tarkin spoke about problems with electricity supply on the territory of "Astana-Technopark".

"There is no operational dispatch management of electrical equipment, electrical equipment and electrical networks are in a rundown condition and require major repairs or replacement, which is known to the authorized state bodies of Astana", - said Sergey Tarkin.

Taking into account that a considerable share of the budget of the district "Saryarka" is paid by entrepreneurs of "Astana-Technopark", plus it has created hundreds of jobs, it produces domestic goods, he asked the Akim to consider provision of support for a wide range of entrepreneurs for the construction and modernization of power grids through a public-private partnership, through development institutions or from the state budget.

Member of the Regional Council of the Chamber of entrepreneurs of Astana, Daniyar Bektibaev made suggestions for the development of tourism and street trade.

"With the support of the metropolitan akimat is being implemented the program "1000 places for street trading". There have already been conducted two phases for receiving applications for trading places. The last one was held in June of this year. More than 3 200 applications for 862 places of trade have been submitted. The Commission approved 414 applications of business. As we can see that the business demand is high, the program received positive feedback from entrepreneurs. We believe that the further implementation of the program will increase the number of small businesses in this area, which, in turn, will lead to the creation of new jobs, increase tax revenues to the local budget", - noted in his speech Daniyar Bektibaev.

Director of LLP "Myrzahan" Yerlan Suleimenov told about the transfer to the trust management of healthcare facilities under PPP.

"The use of private business will reduce the costs of maintenance of the institution. Increasing the level of service and quality will be necessary competitive conditions for business success and increase of customer base. The state will be released from unprofitable or inefficient enterprises, thus freeing and send budget funds into the strategically important for the development of the industry sectors (maternity, tuberculosis, etc.) or in areas where the use of PPP is limited", - said Yerlan Suleimenov.

After listening to entrepreneurs, Akim Aset Isekeshev gave instructions to work out the feasibility of the voiced proposals.
