Tourism business doesn’t need registration?

Problems of local tourism development were discussed in Taldykorgan

The annual strategic planning workshop in the regional center gathered representatives of state bodies in charge of tourism issues, working groups and associations. At the meeting were presented questions and suggestions of regional tourism departments, plans and guidelines for participation in the EXPO-2017 in Astana. Representatives of regional departments of Tourism and Sport stated that the main problem is the lack of infrastructure. Thus, the chairman of the Tourism and Sports Committee of the Regional Council of the Chamber of entrepreneurs Rustam Khakimov noted that the working groups on the ground show very poor performance.

"We have working groups on tourism in all districts and cities. Progress reports are submitted, but there is no effect. It turns out that in fact nothing changes. One of the employees of the department is not able to conduct all the work, so these working groups were formed - said Khakimov. The same opinion is shared by the Regional Department of Tourism. According to them, the representatives of the working groups should intensify cooperation with regional and city branches of the Chamber of entrepreneurs and the business community.

In addition, the Secretary of the Committee, the expert of department of project escort of the Chamber of entrepreneurs Aygerim Shaimerdenova reported on the results of the work. The Committee made proposals and recommendations in the Master Plan for tourism development, business card of Almaty region, held meetings and discussions on the problems of tourist business. She also spoke about the projects supported by the Chamber.

"We continue work on support of the projects, i.e. the opening, expansion and promotion of tourist facilities that provide services for the reception and accommodation of tourists. With the escort of the Chamber two investment projects were launched this year on Lake Alakol. Support for projects is underway, as well as expansion of the restort "Ayazhan" on Alakol lake, the construction of eco-houses, as well as the opening of the equestrian club and a riding school in Koksu District", - added the expert.

 Specialist of the Office Vera Yozhikova raised the issue of discrepancy between the information on tourism objects, which causes further problems.

"Currently statistical and monitoring data diverge. For example, in the city of Kapshagay, according to the statistical report, the number of placements is 28, according to the monitoring - 187. This shows that the company is not registered as a tourist destination, and does not provide the statistical reporting. Therefore, official statistics are difficult to determine", - added V. Ezhikova.

In addition, some entrepreneurs say that it is unprofitable to run the tourist business. For example, in the Balkhash region, a number of farms providing tourist services are not willing to register as a business entity in the tourism industry. According to them, the transition to a different tax regime is economically inefficient. In this regard, the participants of seminar recommended to intensify advocacy in this area.
