Entrepreneurs are dissatisfied with WhatsApp reports, accrued points for violations and increased number of inspections
The position of entrepreneurs was supported by the prosecutor's office of the city. To understand the order of conducting inspections, the Chamber of entrepreneurs invited leaders of all local state supervisory bodies. According to head of the department for elimination of administrative barriers of the Chamber of Entrepreneurs of Almaty Bekezhan Kuntaev, the analysis of audits for the past year has shown that inspectors visit businessmen twice as often. The leaders among the inspectors are employees of the Department of Consumer Protection. The number of inspections increased 7 times.
"Businessmen complain that several controllers from one and the same body come at different times and completely paralyze business operations. And, when you consider that there are several inspection bodies, the question arises when to earn money? Some managed to request reports via WhatsApp, which immediately calls into question the need for such checks and their objectivity. And the accumulation of points for violations, in my opinion, defies logic", - shared at the meeting Bekezhan Kuntaev.
According to the deputy head of the Department of Consumer Protection of Almaty Murat Birzhanov, if in the first three years after the opening of an object, such as a cafe, there are no complaints, no one checks it. Inspectors begin their work only on the fourth year.
"Our employees accrue points in the checklists if they found violations. For insignificant deviations from the requirements the controller can give up to 10 points, for the average violation - up to 50 points. And for big violations 100 points. If the subject is scored 60 points or more, then another audit will occur in six months", - said Murat Birzhanov.
According to Bekezhan Kuntaev, such a classification of violations that can span test and request the report via WhatsApp create conditions for corruption. Prosecutor's Office of Almaty Temirlan Kanatzhanov instructed to develop guidelines for staff of the controlling authorities so that the order of inspections does not infringe the rights of business.
