KARAGANDY BUSINESSMEN WERE TOLD ABOUT LAND CONTROL STRENGHTENING
On May 4 of this year, amendments and additions were made to the current legislative acts of the Republic of Kazakhstan to improve the Land Legislation. To explain the innovations, representatives of the Ministry of Agriculture of the Republic of Kazakhstan and Atameken NCE RK held a meeting with business representatives on the site of the Chamber of Entrepreneurs of the Karaganda region.
Thematic reports were made by the chief expert of the Department for Land Relations and Land Management Development of the Land Management Committee of the Ministry of Agriculture of the Republic of Kazakhstan Samal Eskalieva and Deputy Director of the Construction Department of NCE Nazira Usenova who arrived in the Karaganda region as part of an explanatory group.
The topical issues on improving and preserving the institutions for agricultural land plots leasing, strengthening the procedure for agricultural land granting in the border zones, ensuring the needs of the rural population in pasture lands, seizing land for state needs with compensation payments, and others have been discussed.
"The document was developed based on the results of the two-year work of the Land Reform Commission, established by the government in 2016. According to the signed law: to regulate the activities of land commissions, the central authorized body will approve the model position of the land commission; the maslikhats will approve the commission locally; to eliminate corruption risks, ensure the right of the applicant to objective examination of applications and increasing the responsibility of the members of the commission, meetings will be audio and video recorded; the applicant has the right to appeal the decision of the commission in court in case of disputable issues; in order to ensure uniform enforcement practice of land inspections, the standard forms of instructions on elimination of violations will be approved under the akimats," - Samal Eskaliyeva, chief expert of the Department for Land Relations and Land Management Development of the Land Management Committee of the Ministry of Agriculture of the Republic of Kazakhstan noted.
It is worth noting, that "Atameken" took an active part in the preparation of this law. Despite the work carried out from year to year to improve land legislation, optimize and automate procedures in the sphere of land relations, there is an ambiguous law enforcement practice in the regions. All these problems faced by entrepreneurs were voiced during the meeting. The use of irrigated land and land plots was also among the most controversial issues at the round table.
