Altay Kulginov to receive Nur-Sultan businessmen personally
Akim of the capital Altay Kulginov will periodically hold a personal reception of entrepreneurs of the city based on the Chamber of Entrepreneurs of Nur-Sultan.
The Chamber of Entrepreneurs of Nur-Sultan hosted the extended session of the Regional Council with the participation of members of the Council on the protection of the rights of businessmen and counteraction to corruption, Council of businesswomen and the mayor of the city Altay Kulginov. In the course of it, the business of the city raised the actual issues on the development of SME, and also in the field of transport, land relations, building, and communications, social spheres and taxation. On these issues, the Regional Council chaired by Yerlan Suleymenov, the Council for the Protection of Entrepreneurs' Rights and Countering Corruption chaired by Iraq Yelekeev and the Businesswomen's Council chaired by Bagila Bisembaeva are constantly working.
The issue of development of the official taxi in the capital was among the topical issues. Medet Kurmanov, Chairman of the Association of Transport Workers, noted that in general, the Association has established the work with the akimat, but it is necessary to solve several issues related to the regulation of this type of transportation.
"I would like to focus on the development of taxis to help us keep up with the times because the regulation remains on old analogues. And now the sphere is digital and there is a difference in these approaches," Medet Kurmanov said.
He suggested creating an online register of taxi drivers and cars to improve the transparency of services and passenger safety.
Abzal Sagymbayev, a member of the Regional Council, raised the problem of access and connection to engineering networks.
"The question concerns the transfer of engineering networks, which builders built at their own expense and subsequently keep at home, not allowing other builders to connect to these networks. We want to come up with a proposal through a development agreement to transfer these networks to the state for at least two years. Since one developer does not give access to another developer, it ultimately affects the timing of construction," Abzal Sagymbaev said.
A member of the Regional Council also noted that the capital's akimat at the auction for the sale of land lease rights in most of them exhibits land plots without appropriate technical conditions. And since such land plots are leased out for a standard design term for an average of 2 years, the design is delayed due to the lack of technical conditions, so that in 2 years the land plot can be withdrawn due to its non-development.
"We offer to put up for auction only those land plots that have already points of connection to engineering utilities. Or grant the right to construct engineering networks by the developers themselves. Thus the akimat undertakes the obligation on the compensation of the incurred expenses of the businessman," Abzal Sagymbaev said.
Director of the Chamber of Entrepreneurs of Nur-Sultan Almat Junusov reminded the akim of the problem of the developer of Premium Development LLP, which cannot run the residential complex in operation for six months because the management of the Saryarka cycling track does not allow it on its territory to connect to the engineering networks, despite the fact that the company has all the permits.
"Yes, I am aware of this problem. I instruct them to solve this issue within a week," Altay Kulginov said.
Then, Kanat Yeleusizov, a member of the Regional Council and Tourism Committee of the Atameken NCE RK, suggested creating a tourist hub with excursion buses, guides, and craftsmen.
"The tourism has entered the priority sector of the economy. The state pays a lot of attention to it. At the moment the legislation allows foreign companies to come to us with their buses and guides. At the same time, it is not known what the guides tell about us. They take information from the Internet. Here there is a question of information security. Now we are considering the issue of cancelling the license for inbound tourism, and we are afraid that the market will be entered by unscrupulous and unprofessional companies. Any taxi driver or housewife will be able to receive guests, and tourism is a very complex business. In addition, we do not have enough buses and guides. We propose to create a tourist hub in front of the Akimat, where there will be full information support for tourists, there will be buses, guides, craftsmen," Kanat Yeleusizov said.
He also added that the route for excursions should be developed by scientists, and in general, the industry requires the development of rules and standards of tourism business in the city to attract high-quality tourists.
"We will develop a draft of these standards. The capital should set the standard for doing business," Kanat Yeleusizov said.
Altay Kulginov agreed with Yeleusizov's opinion on the importance of tourism development in the capital and assured that his proposals will be supported by the Akimat.
It was also discussed during the meeting the opening of the Government for the Business platform based on the iQala service center, where businessmen will be able to receive all the necessary services on the single window principle.
"Elbasy emphasizes that entrepreneurs are the driving force of the economy. The President of the Republic of Kazakhstan pointed out that SMEs should be provided with preferences and benefits. All measures are taken to create working conditions. It is necessary to come and work on the quality of products, work on the conscience. We have an Economy of simple things state programme, which is aimed at supporting our domestic producers. The Industrial Park No. 1 has already been filled up, now 49 enterprises are working there, and we have started to create a second industrial park. For the convenience of entrepreneurs, we will open the Government for Business website, and businessmen will be able to receive all services on a one-stop-shop basis," Altay Kulginov said.
In addition to these, the experts raised the other problematic issues. The akim of the city has given the appropriate instructions for all of them. He assured that most of them will be resolved positively.
Also during the meeting the director of the Chamber of Entrepreneurs of Nur-Sultan Almat Junusov told about positive examples of cooperation with the Akimat: the implementation of 1,000 trading places for street trade with increase in term of rent up to 7 years, Astana Taxi project which allows to consolidate the taxi parks, permission for taxi cars to drive on the Bus Lane, the creation of the uniform call-center of a taxi of Nur-Sultan.
Besides, a large number of private pre-school institutions were opened due to joint work to increase per capita financing.
At the end of the meeting, Altay Kulginov proposed to meet with the city's business regularly, as well as to hold a personal reception of businessmen at the Chamber of Entrepreneurs of Nur-Sultan.
