NCE discussed topical problems of construction industry

The National Chamber of entrepreneurs once again raised questions about the possibility of construction of apartments with "shell & core fit-out" and planning of doorway in the existing window frame by cutting the self-supporting part of the window sill panel. The meeting was held in the selectoral mode with participation of all regions of Kazakhstan.

The meeting was attended by representatives of the General Prosecutor's Office, the Department of Architecture and Urban Planning of Astana, industry associations, the Committee for Construction, Housing and Land Management, business representatives.

Executive Director of the Association of Construction Companies of Kazakhstan A. A. Tukiev said that the actual statistics is that today 2/3 of housing is built with "shell & core fit-out", so 70% of owners of apartments do fine finish themselves. Also, it turns out that from an economic point of view, the buyer is paying 150-200 $ for something that won’t be used in the future and will be replaced.

Deputy Chairman of NCE RK Yakupbaeva proposed to solve the problem in one of the two ways: 1) within state housing programs apartments should have fine finish, and on commercial grounds - at the buyer’s choice 2) fix the terms of finishing an apartment in a contract. Otherwise it turns out that the construction company imposes on a buyer finishing materials and furnishings.

Deputy Chairman of NCE RK G. Kurbanbaeva noted that "fine finish" should imply mandatory connection of communications and other engineering solutions, readiness of the ceiling, floor and walls for finishing by the buyer. Basic life-support systems should not be installed by the owner, and shouldn’t change the internal systems that affect safety.

The representative of RCE of Aktobe region noted that the buyer originally pays a certain price for a "fine finished" apartment, as materials (doors, flooring, baseboard) are of poor quality and are purchased at the lowest price because the construction company has one goal – to submit the project to the acceptance committee ASAP. The central issue is the question of quality of building materials and consumers’ choice, living conditions, comfort.

As a result, as for the first question, Yakupbaeva gave order to establish a working group to develop the Regulations, which will be reflected in the specification, the requirement to define the terms of finishing for the segment of commercial housing.

As for the issue of the door frame in the existing window frame by cutting the self-supporting window sill of the panel, participants concluded that houses, built in 60s, with which arose the problem on the possibility of refurbishment, currently they have no passports, no executive shooting or other documents, which prevents the identification of the type of a house or modifications and determine the nature of the outer wall.

Government officials say that SNIP RK 3.02-43-2007 "Residential buildings" provides for the possibility of arrangement of the opening in the curtain exterior walls. Thus the representative of akimat of Astana focused on the fact that during reconstruction of this kind, no engineering and communication solutions are being considered, the violation of which can lead to negative consequences.

Meanwhile, for the resolution of this issue, in order to ensure the spatial rigidity and structural strength of the building in the regeneration of the door opening, it is necessary to conduct a comprehensive inspection of residential buildings.

The representative of the Prosecutor General's Office of Kazakhstan noted that we can’t rely on the expertise of private companies having no license, due to inadequate skills of experts who prepare expert opinions on design solutions. For prosecutor’s office, the replies of the authors of projects of residential panel houses do not have sufficient evidence, in this connection, as a result it was proposed to be guided only by the results of Kazakhstani research institutes, which currently do not exist.

Thus, Yakupbaeva suggested to consider the possibility of conducting a survey of prefabricated houses from the public funds in order to determine the type of panel houses, and then follow the explanation of project developers - Russian design research institutes. In this context, a relevant proposal should apply to the Government of the Republic of Kazakhstan. At the same time, in the arsenal of the Committee for Construction, Housing and SLM MNE Kazakhstan, there is a scientific organization, and an organization engaged in examination of construction projects.
