Department of Economics and Tariffs
Department of Economics has been operating since June 2014. The main aim of the Department is to analyze the improvement of the business environment.
The Department operates in the following areas:
- Implementation of the Unified program of development and support "Business Road Map-2020". The main objective is improvement of the measures of state support for entrepreneurs through the development of proposals on optimization of funding mechanisms.
- Implementation of the "Joint Action Plan of the Government of the Republic of Kazakhstan and National Bank of Kazakhstan for financing of businesses in the manufacturing sector" (Resolution of the Government of RK #1276). The task of the Department is introduction of changes to the Resolutions of the Government of RK in order to improve affordability.
- Implementation of the Comprehensive Plan of privatization for 2014-2016 years. The task of the Department in this areais is to ensure the transparency of the process of privatization.
- Development and implementation of public-private partnership. The task of the Department within the framework of the given direction is to promote the development of public-private partnership in Kazakhstan, promotion of pilot PPP projects.
- Preparation of national reports on the state of business activity in Kazakhstan. Within the process of preparation of the National Report, the Department undertook an obligation on the formation of an integrated understanding of the current situation and prospects of the business, as well as to develop proposals for improving the business environment.
- Co-ordination of research (industry research, regional maps of business development, business climate). In this direction the Department intends to conduct a thorough and objective analysis of the state of business and to develop proposals for the development of industries and regions of Kazakhstan. Rating "business climate" will assess the state of the business climate and its problems, the activities of state and local executive bodies in the improvement of the legislation and reduction of administrative barriers for SME development, as well as to take further steps to improve the business climate.
- Work in the context of improving Kazakhstan's position in the ranking of Doing Business. In this area the task of the Department is to develop proposals for the normative legal acts on improvement of business environment, which will improve Kazakhstan's position in the ranking of Doing Business.
- The process of legalization of property. For this purpose the Department carries out the task of improving the legislation in the field of legalization according to the best international practices.
- Work on the appeals of entrepreneurs regarding financing issues, including within the framework of state programs.
- There was establish a mechanism for financing provided for in the Single Programme "BRM-2020". Some of the proposals were taken into account. In particular, it reflects a proposal of NCE RK on prolongation of subsidy on loans / financial lease agreement.
- There were developed proposals on improvement of financial accessability in collaboration with STBI, AFC, "FRP" Damu", NMH "Baiterek" and submitted to MNE of RK and CPM.
- In the process of implementation of the second wave of privatization, the National Chamber of Entrepreneurs of Kazakhstan "Atameken" identified a number of systemic and regional issues. Suggestions for troubleshooting were sent to the relevant authorities. It participates in regular activities of the commission on privatization.
- It held a meeting with stakeholders on privatization of large companies through the platform of Kazakhstani Stock Exchange.
- The analysis of the effectiveness of legalization activities, which were held in Kazakhstan during the entire period of independence. Based on the analysis there has been prepared by a number of proposals to amend the existing legislation.
- Within the framework of a memorandum of cooperation between NCE RK and JSC "Kazakhstan PPP Center" dated by April 14, 2015, there was signed a joint plan of action for 2015.
- NCE RK is a collaborator in the introduction of the public-private partnership in the development of the network of preschool institutions of the Action Plan in compliance with the President's instructions given at the enlarged session of the Government on 11th of February 2015, taking into account the economic policy measures of the "special period".
- There has been reached an agreement with MNE RK, MES RK, "Kazakhstan PPP Center", JSC "NMH" Baiterek", JSC "FRP "Damu", JSC "Astana Innovations" and other stakeholders on elaboration together with NCE RK of small pilot projects of PPP for Early Childhood Education.
- There has been developed a mechanism of implementation of the concession pilot project for preschools on the example of Astana with the issue of securities by Akimat of Astana and the acquisition by SNPF to finance the construction of the object based on a multilateral agreement between the Akimat (the grantor), the operating company, a construction company and a bank lender.
