This conclusion was made by the Executive Director of the Association of Legal Entities of "Republican Association of Mining and Metallurgical Enterprises' president ROYUL "Union of Producers and Exporters of Kazakhstan" Nikolai Radostovets, speaking at the visiting session of the Committee for Economic Reform and Regional Development of Mazhilis, which discussed the implementation of the law "On the National Chamber of Entrepreneurs of Kazakhstan".

 "I'll be honest: entrepreneurs began to pay less to shadow structures and give less bribes. This is the result of the work of NCE. Yes, maybe not all entreprneurs were able to pay membership fee during this period as it is foressen. But you understand that NCE was able to work a lot in the deteriorating economic situation due to the devaluation of the Russian ruble. I am convinced that the process of payment of membership dues will stabilize", - he said, responding to criticism of deputies that not all entrepreneurs pay membership fees.

However, Radostovets proposed to introduce in legislation liability for non-payment of membership fees. "There is no liability. And many people realize that if there is no liability, then you can avoid payment. Even large companies, which use information field and work, but they believe that you can do without payment", - he said.

"How will it affect the solution of the problem with shadow business?" - asked the Vice-Chairman of the Mazhilis Dariga Nazarbayeva.

"I think there will be an impact, because when people are able to pay here and there are certain relationships that people choose: either to work with the shadow community, or - an official. Now we see that even large companies are showing interest. If earlier they didn’t want to be involved, now representatives of large holdings of mining and smelting, oil sector come. And that should be the norm, I'm convinced of this. And for this it is necessary to introduce this practice (liability for non-payment of membership fees) at least for some period of time ", - said the head of the Association.

Radostovets believes that we need to introduce liability for 3-4 years. "We can say what we turn it into tax? Do you know that we are one of the countries with bad corruption index and shadow economy, so for a certain period contributions must be compulsory. We will reduce shadow economy; we will decrease illegal channels which are present in the country to promote interests of individual companies. It is vitally important today", - he said.

The representative of the Mining and Metallurgical Enterprises said that in general, the adoption of the Law "On the National Chamber of Entrepreneurs of Kazakhstan" has a positive impact on the business community. "This law was effective. Thanks to the idea of ​​the President, we have managed to consolidate the business community", - he said.

"There were 700 associations, some of them were at each enterprise. Now there are 300, which are currently operating. Indeed, the National Chamber has become a platform where the business community gets together all the time. The whole country knows this building. These people come from regions with different opinions, and we finally begin to find consensus between small and medium-sized businesses and large enterprises, between subsoil users and processors. Hence comes the consolidated opinion - and this is very important for the Government and the Parliament. There is a very sharp debate, mass media is always present", - said Radostovets.

In addition, the head of the Association expressed the opinion that NCE should be included in the initial working groups in the development of legislation to take into account the opinion of the Chamber in them. "It is important that in these two years we were able to show to the Government that our opinion is taken into account. We began to speak at meetings of the Government, we are engaged in inter-ministerial committee, we work at the ministries. There is a wish, of course: some  bodies are trying to skip us, when developing the concept of the law, and then they say, well, we have already developed it, now you have to adjust to it", - he said.

"It is important that NCE becomes a full partner of the business community with the Federation of Trade Unions. I would ask you to create a working group that would be able to gather opinions on amendments to the law. Perhaps it would be correct if we had a parliamentary group in Parliament, which will express the interests of industrialists, agrarians, that will say: Yes, we are for NCE", - added Radostovets.

In his last sentence Nazarbayev said that the faction "Nur Otan" has a cooperation agreement with the National Chamber. "This task has already been solved. There is only the question of interaction", - said the vice speaker.
