Social partnership and improvement of the country's competitiveness

Problematic aspects in the functioning of the institution of social partnership were discussed at Atameken. On 23rd of October, the Atameken Committee of Social Sphere and Social Partnership held a meeting of the Presidium of NCE RK "Atameken". Talgat Doskenov, Chairman of the Committee for Social Sphere and Social Partnership of the Presidium of Atameken, Murat Abenov, Chairman of the Committee on Information and Communication Technologies, Education and Innovations of the Presidium of the National Chamber, Naila Mukhtarova, Director of the Employment Department of NCE RK "Atameken", entrepreneurs, representatives of the Association and other interested persons.

The agenda included the issue of social partnership at the industry and regional levels, namely the problematic aspects in the functioning of the institution of social partnership, recommendations for the preparation, development and conclusion of sectoral and regional agreements. Participants of the event also discussed the indicators of the Global Competitiveness Index of the World Economic Forum and the indicator "Cooperation in the Employer-Employee Relations" and the practice of the decision to create a barrier-free environment. Talgat Doskenov, opening the meeting, noted that at the meeting of the Republican tripartite commission on social partnership the list of branches for organization of social partnership at the sectoral level was approved - 34 branches between state bodies, trade unions and employers.

On 1st of June 2017, 17 sectoral agreements have been concluded in 21 industries. Work is underway to draft a sectoral agreement for 2017-2019 in the nuclear industry). Currently, the National Chamber is a signatory of agreements in 7 sectors, namely construction and housing, chemical, electric power , oil and gas, oil refining and petrochemical, agriculture, information, communications and telecommunications and in machine building (participation of KRRK)", - said the Chairman of the Committee for Social Sphere and Social Partnership of the Presidium of NCE RK "Atameken”.

He also added that according to the report of the World Economic Forum published in September, Kazakhstan noted a significant deterioration in its position on the factor "Labor market efficiency". Further, it was noted about the obvious link between the social partnership and the country's competitiveness rating, and the need for awareness-raising work on improving the efficiency of the labor market subindex.

"It is important to refract negative practice when many provisions of agreements are not fulfilled or forgotten. Invariably, the principles of social partnership presuppose a dialogue that promotes the formation of a non-conflict social environment. It is necessary to spread the existing positive experience of social partnership in the sectors", - Talgat Doskenov said.

Director of Human Capital Development Department of the Kazakhstani Association of Oil and Gas and Energy Complexes KAZENERGY Dastan Tulenov noted that in November 2016 an industry agreement was signed for the oil and gas, oil refining and petrochemical sectors of the Republic of Kazakhstan for 2017 - 2019.

"All those who belong to these industries were involved. We met with representatives of trade unions, a lot of work was done. We were able to find common points of contact. The agreement is not the completion of any form, the work is constantly going on. We formed a service to monitor the implementation of labor laws. The work was conducted, there are positive responses, there is criticism over which we are working", - said Dastan Tulenov.

Bibigul Malgazhdarova, Deputy Executive Director of AGMP, added that in the coal and mining industry they are very active in the social partnership.

"We consider not only problems, but also useful experience. This is an active dialogue, very precise work within the framework of the preparation of the agreement itself at the commissions in the coal industry and in the mining and metallurgical complex", - Biligul Malgazhdarova said.

Nailya Mukhtarova stressed that it is necessary to pay maximum attention to regional agreements, to cover widely activities in this direction. Talgat Doskenov summed up that mechanisms of the agreement were not involved and there was no monitoring of criteria that would measure their effectiveness.

"We need to develop propaganda for social partnership. To support social advertising, organize round tables, it is necessary to actively participate in the media. We must understand that social partnership is the best way to develop the team", - the speaker summed up.
