NCE develops the concept of the draft law "On education"
It was proposed to include this question in the National report and the Strategy of the Development of NCE until 2018.
Such proposals were made today at a meeting of the working group on development of the draft law "On vocational education". As noted the chairman of the committee of the social sphere and social partnership Talgat Doskenov today the National Chamber develops a document for the Head of State - National report "On the state of entrepreneurship in Kazakhstan", as well as strategy of the development of NCE "Atameken" until 2018. He proposes to include the question of vocational education in these strategic documents.
"Today the state is dissatisfied with education; business says that competences of entrepreneurship specialists is insufficient. Today we have gathered at the first meeting of the working group on development of the draft law "On vocational education". We have a task to bring modern education to the level of industrial-innovative development of the economy, which business needs. Therefore, the system of vocational education plays a key role not only in meeting the individual needs of the labor market, but also the needs of the economy ", - said T. Doskenov.
The NCE has already begun work on drafting the law. The document, as assured developers will be based on international experience.
"We reviewed several laws "On vocational education". These are the laws of Latvia, Belarus, Russia, Germany. And we think that the most suitable for adaptation to our experience is that of Ukraine. They are very advanced in this area. If there are good rules, why not take them as a basis ", - said director of the department of human capital of NCE Lyazzat Shonaeva.
The working group of NCE comprises of experienced specialists in the field of education, who have practical experience. The National Chamber of entrepreneurs also invites for cooperation industry associations, representatives of the Ministry of education and science, economics, social development. Employees of some state agencies have already become members of the group and shared their proposals at the meeting.
"In 2012-2015, the working group has been established, there is the concept of the bill “On professional qualification”, which is available on the website of the Ministry of Social Development of the Republic of Kazakhstan. We can take this document as a basis, so as not to start the work from scratch. Also, in order to apply more responsible and qualified approach to our working group, we offer to share and to create a group for each of 10 areas of work ", - said the director of department of modernization and development of TVE MES Sabyrzhan Madeev.
In addition, during the meeting was proposed to create special tips for employers of colleges by the example of the supervisory boards in the universities. Such councils can develop an educational strategy in a particular college. Moreover, in the field of vocational training, according to members of the working group, it is possible to introduce a system of certification - 8 levels of competence.
"Certification of competences of welders, turners from the professional community will be required. During the Soviet Union it was called bits. And we will have 8 levels where the eighth is a minister. We are committed to this", - concluded Talgat Doskenov.
