“Atameken” proposes to introduce “vocational guidance” program

This measure allows to form a personal plan of students’ development and to make a conscious choice of career. 

This was announced by the Deputy Chairman of the Board of “Atameken” Eldar Zhumagaziyev at the expanded Collegium of the Ministry of Education and Science of the Republic of Kazakhstan.

“Each year 354000 students graduate from school at least 21000 citizens after the graduation enter neither college nor university. In the system of technical and professional education only 55% of all graduates get employed. Usually such specialists expect low wages.  This is reality, with just a few exceptions”-said Eldar Zhumagaziyev. 

To solve the issue “Atameken” suggests school education to be reviewed from the perspective of human capital prudent management. Since 7thgrade it is necessary for a child to choose his or her future profession to suggest the directions of nature skills development. So during the educational process the child will form his own development plan and he will choose a career consciously. 

“The initiative of a pilot version of vocational guidance program for the students of 7th grade was discussed in the Ministry of Education and Science of the Republic of Kazakhstan and we are ready to intensively participate in its realization. There are a lot of debates on the issue and we are ready to prove its relevancy”-told Eldar Zhumagaziyev.

“Atameken” considers the system of “High school” for 10th and 11th grades (for example, with physical and mathematical, biochemical, economic, humanitarian, linguistic orientation) as the tool for deep capacity development. In its turn the business sector is ready to be involved in the establishment of such schools on terms of liberalization of Construction Norms & Regulations and Sanitary Rules and Regulations and also the provision of State ordering. The entrepreneurs of the National Chamber believe that this vocational guidance program and “High school” system may cause changes in state - regulated standards of education, but a positive result is obvious.

If we talk about colleges, only 5% from 489000 students are being educated by dual form, said Eldar Zhumagaziyev. The main obstacles for the dual system implementation are the lack of economic incentive measures (tax deduction/ reimbursement) and a transparent mechanism of monitoring the employment of the graduates (scoring based on     SCPP). There has been a little experience of transmission of colleges to fiduciary management and the lack of staffing requirements analysis. 

The same situation is happening in the system of higher education.  For example, the graduates of 2017 of agricultural science and veterinary medicine were 2345 students, although the state requires 2614 experts till 2020.

“So it means that graduates of 2017 may cover the necessity of experts, but unfortunately, the employment of state scholarship students is only 42% which means 983 people and most of them won’t work in the villages. We ask to consider the increasing of scholarship cost which would cover all necessary expenditures on quality training. We understand that the budget is limited but the cost increasing might be implemented by reducing the number of grants”- said the speaker.

“Atameken” also sees another challenge for the higher education. It is in the cooperation between universities and employers and it is also in the unbiased system of State ordering.

“One of the influence tools on these two challenges is the universities’ rating. The basis of the rating is the level of employment and average salaries of the graduates, and also the assessment of educational programs by the employers. The rating will be an effective tool for the State ordering distribution and it will become a useful guide for universities, high school graduates and employers”- said Eldar Zhumagaziyev.

In his turn, the minister of education and science of the Republic of Kazakhstan Erlan Sagadiyev thanked “Atameken” for the work done in defining the rating of universities in IT area. He said that this work helps to improve the educational process.
