The author of the video about illegal actions of Russian customs officials may be prosecuted
A Kazakhstani carrier filmed the process of Kazakh trucks undergoing complete customs control on the Russian border
The inspection of trucks is conducted in violation of all the agreements on the free movement of goods and services on the territory of the Customs Union and the EAEU. The problem arose about six months ago when the Federal Customs Service of Russia unilaterally, ignoring the views of the Kazakh side, refused to participate in the international road transport TIR System (TIR).
"Currently, we have 4 video that filmed the carrier. His name will not be reavealed for security reasons. He spoke directly to us. According to reports, members of the Federal Customs Service and other law enforcement bodies of the Russian Federation are looking for this person in order to apply measures of the criminal prosecution”, - said the managing director of the department of economic integration NCE RK "Atameken" Dana Zhunusova.
In one of the videos the responsible head of the customs post "Samara" openly acknowledges that the inspection of Kazakhstani truck is conducted by the order, coming "from above".
Now, according to D. Zhunusova, the carrier is accused of unauthorized videotaping. Now the author of the video is trying to get home.
According to the NCE expert, the video record is not only evidence of the violations committed by employees of FCS on direct orders from their leaders, "We have applications, receipts, acts of customs inspection that continue to send other carriers", - she added.
As explained the director of the department, the information that the Russian customs officers violate the agreements concluded in the framework of the EAEU and the Customs Union has been officially announced on September 8 in the city of Grodno of the Republic of Belarus, which hosted the Eurasian Intergovernmental Council at the level of Prime Ministers of the Member States of EAEU.
"However, as we see today, the number of cars is increasing exponentially and FCS doesn’t take any measures to address the problem", - she said.
D. Zhunusova noted that the video shows that the employees of customs posts are at a loss on the receipt of such an order, as due to the large flow of cars there are jams. "This order, which was given by the head of the Federal Customs Service (Belyaninov) is not given in the hands of road carriers, as they say it is intended only for internal use", - she concluded.
