Entrepreneurs will not be punished for operation without cash registers

At a meeting of the Council on protection of the rights of entrepreneurs NCE "Atameken", which was held in the General Prosecutor's Office of the Republic of Kazakhstan, deputy chairman of the Chamber Gulnar Kurbanbaeva once again raised the issue of introduction of cash registers. "There is a number of legal acts, implementation of which is physically impossible for business entities, due to technical reasons. This applies to the mandatory introduction of POS-terminals. Another headache for 56,000 small businesses, which have the so-called "convenience stores", selling alcoholic beverages - the need to equip stores with cash registers with data transmission function. In total 9000 business entities have an opportunity to buy cash registers. The norm is valid as of July 1, 2015, and we expect that inspections will start soon. There raises the question: For what our entrepreneurs will be penalized? The norm is valid, but technically it can’t be executed ", - she said.

This question was answered by Deputy Finance Minister Ruslan Dalenov. He agreed with Kurbanbaeva, noting that it is impossible to check small business for the presence of cash registers. "My personal position on this issue is as follows: there is a period during which the business entities can equip their facilities with cash registers. Together with NCE it is necessary to define and to approve. On basis of this, it is necessary to set the final deadline. It may require changes to the legislation, but it must be done in parallel, because the norm is already working. We need to take a pause. It is necessary to support the initiative of NCE", - he said.
