Mazhilis deputies voted for the return of the infamous HIF

Employers of Kazakhstan will again begin to pay contributions to social health insurance funds. The new duty for employers and entrepreneurs is provided in the draft law "On compulsory social health insurance" approved in the first reading at the plenary session of the Mazhilis.

The draft law foresees two types of health services for citizens. The basic package of medical services is state guaranteed benefit package of medical care, financed from the national budget. This package will be available to all citizens of Kazakhstan, including first aid and sanitary aviation, medical care of socially significant diseases and in emergency cases preventive inoculations.

The second package - insurance package, by the logic of the drafters of the law, it will be funded from the newly created health insurance fund. This is outpatient care, inpatient care (except for socially significant diseases), inpatient care (except for socially significant diseases), remedial treatment and medical rehabilitation, palliative care, nursing care, high-tech help.

Citizens, foreigners and stateless persons permanently residing in the territory of the Republic of Kazakhstan, which are members of the system of mandatory social health insurance, will be able to benefit this package.

The draft law stipulates that the state itself will make contributions for  economically inactive population, but employers will pay premiums for their employees. Employees and self-employed citizens registered with the tax authorities will make contributions for themselves.

The draft law stipulates that all contributions to the Ministry of Health and Social Development, where these ideas was born, will be accumulated at the social health insurance fund. It is expected that the fund will have the status of a non-profit joint-stock company, with the sole founder and shareholder - the Government of Kazakhstan.

The draft law proposes that contributions of the state for special categories of citizens (socially vulnerable) will be at the level of 7% of the average wage. The rate will gradually rise: 4% in 2017, 5% in 2018, 6% in 2023, with 2024 - 7%.

The total amount of employer’s contribution rate will be 5% of revenue, they will start from 2% in 2017, 3% - in 2018, 4% - in 2019 and in 2020 to 5%. These contributions will be treated as a deduction in calculating the corporate income tax.

The contribution rate of employees is 2% of revenue, and their calculation starts from 2019 - 1%, in 2020 - 2%. These contributions will be treated as a deduction in the calculation of personal income tax.

The contribution rate of self-employed people (individual entrepreneurs, private notaries, private bailiffs, lawyers, professional mediators, individuals receiving income under civil law nature) is expected to reach 7% of revenue. 2%  in 2017, 3% - in 2018, 5% - in 2019 and 7% in 2020.

15 categories of people are exempted from the fees. Among them - mothers with many children, "Altyn alka", "Kumis alka" award winners and those who received earlier the title of "Mother - heroine" and orders of “Maternal Glory” of I and II degree, participants and invalids of the Great Patriotic War, the disabled, persons registered as unemployed persons, inhabitants of orphanages, women who are on maternity leave, and so on.

All committees of the Mazhilis of Parliament approved the draft law.

Kazakhstan has created the HIF, which existed in 1996-1998. Head of HIF Talapker Imanbaev fled to the United States, taking, according to law enforcement officials, all the funds - about 3 million USD. Imanbaev was sentenced to 9 years in prison in absentia, the court gave an order to repair damage.
