The stance of business on regulatory impact assessment (RIA) is being developed at the site of NCE
The issues of development of the institute of the Regulatory Impact Assessment in the Eurasian Economic Union were discussed in the EEC
During the seminar was discussed participation of business associations and business entities of EAEU member states in assessment of the regulatory impact of draft decisions of the Eurasian Economic Commission. The seminar was attended by representatives of the National Chamber of Entrepreneurs "Atameken".
Institute of RIA was established in compliance with the Treaty on the Eurasian Economic Union, according to which decisions that affect the business environment, are taken based on the results of RIA upon review of draft decisions.
In March of this year, there was set up a Working Group of the Eurasian Economic Commission for conducting regulatory impact assessment of draft decisions of the EEC, which included representatives of NCE RK "Atameken".
Deputy Director of the Representation of NCE RK "Atameken" in the Russian Federation Berick Umytbaev informed about the experience of participation of NCE RK in RIA. He stated that in order to maximize the involvement of representatives of the Kazakh business community at the official site of NCE RK "Atameken" there is a link to legal portal of EAEU. There is a page dedicated to public consultation and regulatory impact assessment of draft decisions within the EAEU.
As it was noted, these measures will contribute to the preparation of the position of Kazakhstani business community, and its expression in the framework of the Working Group.
As of October 12, 2015 the Working Group held 16 meetings.
The Group prepared 52 RIA opinions on the draft decisions of the EEC.
15 draft decisions include the stance of Kazakhstani business, which was incorporated in the conclusions on RIA. For example, Kazakhstani business community expressed its views on such issues as customs and technical regulations, sanitary norms, etc.
Institute of RIA is a tool that allows the Kazakhstani business community to express its opinion on the draft decisions of the EEC.
In this regard, NCE RK "Atameken" addresses to the business community with the request to provide its suggestions and comments on the following draft decisions.
