Terms of construction will be further developed

Questions of licensing procedures in the construction industry and introduction of new methods of determining the cost of the examination were discussed at the meeting of the National Chamber of Entrepreneurs "Atameken", chaired by the deputy chairman of NCE RK Yuliya Yakupbaeva.
The participants of the meeting, including representatives of government agencies, industry associations, construction companies, design institutes, presented the rules of the organization of construction and obtaining licenses in the construction industry. In addition, they reported about the new rules for determining the cost of comprehensive external examination of construction projects, as well as a comprehensive examination of urban planning projects at urban planning areas at different levels.
Under the new rules of construction, it is planned to implement the principle of "single window", including the interaction with the monopolies when connecting to utility networks. The term for presentation of original documents will be reduced from 500 to 30 days, the list of documents - from 55 to 15. However, as it was stressed by the developers, the issues of registration of land rights were not included in the edition. The procedures defined by the Land Code of the Republic of Kazakhstan are subject to further study.
During the presentation of the rules of construction, individual associations and regions made comments on the procedures for granting land for construction, issuance of architectural and planning tasks, passing of the relevant inspections, etc.
In this regard, it was proposed to hold a separate meeting on land relations, as well as to organize a working meeting with participation of the Association of builders of Kazakhstan, the authorized representatives of the Committee for Construction, Housing and Land Management MNE of RK and representatives of RCE of Astana, the National Association of Designers of Kazakhstan, industry Associations of NCE. The time for the adoption of the document is scheduled for January 1, 2016.
As it was reported by the general director of RSE "State Expertise" Askar Smankulov, when preparing the regulations for determining the cost of the examination, there were analyzed 11 346 projects, 1 122 experts completed a questionnaire to identify the assessment of its own contribution. As a result, the cost per man-day of the expertise of the projects amounted to 23982 tenge.
According to him, the price of the expertise will be reduced if to compare to the current procedure.
Vice-president of the National Association of designers of Kazakhstan Serik Rustambeyov, in turn, noted that a new approach for determining the value of examination takes into account the cost of design and survey works, that during the state expertise are taken into account, but not analyzed.
During the meeting, individual entrepreneurs, in particular, from Kyzylorda, Aktobe, Kostanay, South Kazakhstan regions, raised the issues of specific projects, the problems with the supply of materials for the state expertise to the territorial subdivisions of RSE "State Expertise".
Askar Smankulov promised on the site of NCE to clarify the procedure of interaction of entrepreneurs with the “state expertise” in the format of "question-answer", as well as to present the activities of RSE as a whole, he informed about innovations introduced in the process of accepting applications and materials for expertise, time, etc.
Thus, at the site of NCE in the nearest future, it is planned to hold a series of meetings on matters of land relations, activities of RSE "State Expertise" and the issuance of initial permits in the construction sector.
