Industry clusters are being created with the support of the Chamber of Entrepreneurs of Almaty
For the first time in Kazakhstan, the cooperation of business and education moves to a higher level within the training and certification of personnel demanded. An industry cluster works by the principle of the network form of training and certification, which implies creation of a pool of training, production, personnel, innovation, information, financial and material resources of a wider number of participants: national sectoral employer associations, which are accredited by NCE RK "Atameken", the backbone enterprises, specialized universities and colleges, industry certification centers.
In 2015, in Almaty were opened 2 training centers for retraining and advanced training "Sheber" under the Association of light industry enterprises and LLP "Kazlegprom-Almaty" and Resource Training Center for training, retraining and advanced training for the electricity industry under the enterprise “Format Group”. In accordance with the agreement, concluded with the Chamber of entrepreneurs of Almaty in 2014, the city has 5 focal points of industry educational clusters of training, retraining, training and certification of personnel with industry associations (Association of Furniture and Woodworking Industry of Kazakhstan, Association of Printers, Publishers and Booksellers of Kazakhstan , the Union of food enterprises of Kazakhstan, Kazakhstan Tourism Association) and the training center of JSC "Kazakhtelecom". On the basis of the above-mentioned centers 1742 specialists from different branches of the urban economy underwent training, advanced training and retraining .
In 2016 it is planned to open two more teaching clusters for industries: construction and financial sectors. In 2016 the focus will be made will on the creation of a network of industry certification centers under these clusters within the system of cluster training.
"The certificate should be issued by an independent body, rather than the former division of the Ministry of Education and now a private institution RNMC. We propose the creation of the Certification Centre under industry associations, and the composition of the Qualification Commission should include future employers, the employees of those companies that will be able to assess the true knowledge of the expert", - said the head of department of development of the human capital of Almaty Chamber of Entrepreneurs Vera Tsing.
Currently, college graduates still undergo qualification certification at the Republican scientific-methodical center of development of technical and vocational education and qualifications. RSMC was established in 2005 as a temporary structure that was supposed to be the starting point for the creation of a truly independent system of assignment of certificates of training. As you can see, the process of transfer of the function to thre industry associations is unreasonably delayed. World experience of personnel certification is based on the content of the industry and the principle of independence of the education system.
