Industry associations, not Ministry of Development of RK should certify the real producers of Kazakhstan
The head of NCE RK "Atameken" offered an alternative to the CT-KZ “certificate”
The problem of fictitious certificates of origin, which are issued by the Ministry of Industry and Development of RK, was raised during the discussion of topical business issues at the 2nd annual conference of businessmen in Almaty by vice president of the Association of Furniture and Woodworking Industry Igor Protsenko. He said that many local companies can’t participate in public procurement for the supply of furniture. Fictitious companies involved only in the assembly of imported components provide best price offers at the tenders.
"Together with NCE RK "Atameken" we have done a lot of work, including detection of unscrupulous manufacturers. For example, in the sphere of furniture manufacture most of the suppliers, which win state orders at tenders are fake one-day firms. These firms are intermediaries, which do not have their own production and buy imported goods. It turns out that according to the documents the share of Kazakh content in public procurement is high, but in reality we feed foreign markets. It is necessary to change the process of issuance of the "ST-KZ" certificate, - said Igor Protsenko.
The Chairman of the Presidium of NCE RK "Atameken" Timur Kulibayev also noted the existing problems and the need to develop mechanisms for their resolution.
"This problem exists in the procurement of quasi-public sector. During the analysis there were found only 4% of domestic producers, even though we have the relevant capacity. Furniture - it's not planes, not high-tech technology, and we can fill this sector with local content completely. And it would be possible to sign long-term contracts. We carry out such work with major subsoil users. For example, we know that 80% of purchases include the same items from year to year. With the conclusion of long-term contracts, we simplified the procedures and procurement in the field of subsoil use, as a result, local content reached more than 50%. We can offer the same to Akimat, negotiate with companies supply of furniture to schools, kindergartens, hospitals on long-term basis. This will support the domestic business", - suggested Timur Kulibayev.
The head of "Atameken" also reported that at the present time NCE RK conducts an extensive work on the introduction of the Industrial certificate. The Ministry of industry and development is now engaged in "issuance of the “ST-KZ” certificate, and we would like industry associations to issue them, in the composition of which enter domestic producers. They themselves watch and evaluate the products: yes, this - the real manufacturer and this one assembler. This will allow to create a number of companies that actually localize production. And, perhaps, to give long-term contracts with involvement of akimat on conditional permanent basis for procurements of state bodies. NCE will escort such projects, help them with financing through banks of the second level, through the development of institutions. We have public procurement - in priority, and we will deal with these issues constantly", - said Timur Kulibayev.
