The transit of goods from Ukraine: there should be no problems
The issues of transit traffic through the territories of the Russian Federation and Ukraine are under control of NCE RK "Atameken".
According to media reports, importers and carriers engaged in the delivery of cargoes from Ukraine to Kazakhstan experience certain difficulties in transit transportation through the territories of the Russian Federation and Ukraine.
In this regard, NCE RK "Atameken" reported that import procedure for delivery of cargoes from Ukraine to Kazakhstan in transit through the territory of the Russian Federation is exercised in compliance with the presidential decree No. 1 dated by January 1, 2016. We remind that under this decree, road and rail transport from the Ukraine to Kazakhstan should only be carried out from the territory of the Republic of Belarus and subject to the availability of seals on vehicles, including operating on the basis of the GLONASS system and accounting of vouchers for drivers of motor vehicles. Along with this, on the basis of the risk management System of the customs services, all the vehicles on the territory of the Russian Federation are accompanied by customs escort (convoy).
According to acting Deputy Chairman of the Board Dana Zhunusova, NCE "Atameken" forms on the regular basis the lists of contracts of Kazakhstani entrepreneurs with Ukrainian counterparties, which are regularly sent to the state revenue Committee of MF RK for onward transmission to the Federal customs service of Russia. By the condition on February 17, 2016 NCE RK "Atameken" sent to SRC information on contracts 565 of 212 domestic companies.
It should be noted that the trade turnover between Kazakhstan and Ukraine is significant, and its structure is diverse. There are headings, which are the part of the technological process, and it is impossible to replace it by counterparts of another country.
The Department of economic integration NCE RK "Atameken" has been monitoring the situation in terms of occurrence of problematic issues with the import of goods from Ukraine to Kazakhstan through the Belarusian section of the outer borders of the EAEU. According to the Union of international road carriers KazATO during the period from 15 February to the current date, domestic carriers execute transport of goods in the specified direction without restrictions.
However, note that historically, the delivery of cargoes from Ukraine to Kazakhstan is mainly carried out by Ukrainian and Kazakh carriers. At the same time, taking into account the difficulties that arise for Ukrainian carriers in transit of goods to the territory of the Russian Federation and the ongoing consultations of the competent authorities of the Russian Federation and Ukraine on the issue, the National Chamber of entrepreneurs "Atameken" recommends that you seek the services of cargo transportation with Kazakhstan carriers.
According to the National Chamber of Entrepreneurs "Atameken", until the matter is resolved, and the use of the recipient’s Kazakh address, by Kazakhstan carriers will allow to ensure timely and uninterrupted supply of goods from Ukraine to Kazakhstan without possible disruptions in delivery of goods.

We inform again about railway and auto checkpoints, defined by the resolution of the Government of RF #1 dated by 1st of January 2016 for the import of goods from Ukraine to Kazakhstan across Russian territory:
Russian-Belarusian section: road and railway points in Smolensk.
The Russian-Kazakh section: Auto point: "Bugrystoe" of Chelyabinsk customs checkpoint (the "Kairak" checkpoint of Kostanay region) and "Mashtakova" of Samara customs (customs checkpoint "Syrym" WKR),
Railway station: "Ozinki" ("Zhayik" of West Kazakhstan region).
In addition, the customs services of Belarus, Kazakhstan and Russia defined the checkpoints on the Belarusian section of the customs border of the Eurasian economic Union, through which allowed the importation of goods from the territory of Ukraine:
Auto checkpoints: "Novaya Guta", "Novaya Rudnya", "Mokrany", "Upper Terebezhov", "Aleksandrovka", "Mohra"
