The Mazhilis called for an urgent review of policies for car assembly in Kazakhstan

About 4.5 million new cars are now are not in demand at warehouses of car assembly plants of Kazakhstan. Today during the plenary session in Mazhilis, the deputy Azat Peruashev submitted a request to the Prime Minister Karim Massimov and the Minister for Investment and Development Asset Issekeshev. The filling of warehouses led to the introduction of tax charges for the initial registration of transport as of 1st of January 2016.

"We receive appeals of domestic automakers about the current "paradoxical" situation. This measure is intended to support Kazakhstai producers, in reality, has led to a serious infringement of their interests", - said Peruashev.

Mazhilisman added that " the amendments initiated by the authorized state body to the Tax Code on the introduction of charges for the registration of motor vehicles, which are older than one year".

"However, as in the above mentioned code, is applied the calendar year, then since January 1, 2016 the cars issued on 31st of December  last year, that is a couple of days ago, are already considered to be older than one year, and when registering their buyer will have to pay an additional amount for registration ", - explained Peruashev.

For example, for a car that was assembled in December 2015, in accordance with the new regulations as of January 2016, it is necessary to pay the fee in the amount of 50 MCI for a vehicle, which is older than one year. For reference: 1 MCI = 22,859 tenge in 2016. That is, when buying a car, the customer has to pay extra 105 thousand tenge.

Tax innovation refers to the registration of trucks, including light commercial equipment for SMEs, buses and trolley buses, issued by the manufacturer. In January 2016, the registration of transport, assembled at the factory in December 2016, was worth 240 MCI. That is, the registration costs increased for more than half a million tenge, stated Peruashev.

As a result, the MP said, the buyers started to refuse from new vehicles. "It is obvious that if the specified norms will be retained in the Tax Code, this trend will only increase. For producers it will mean regular increase of stock of unsold goods in warehouses, its withdrawl and freeze of the working capital", - predicted Peruashev.

"Currently, according to the Association of the Kazakhstani car business, more than 4.5 thousand units of commercial vehicles produced at the end of 2015, for an amount not less than 27 billion tenge are located at warehouses. If to count regular cars, this amount may be one and a half - two times more. The money almost fell out of the turnover of enterprises, and budget accordingly, and does not receive significant revenues", - said the deputy.

In this regard, members of the parliamentary faction "Ak Zhol" called on the Government to rectify the situation and "to assist in changing the paragraph 6.4 of Article 456 of the Tax Code". According to the logic of Deputies, the amount of tax on the first registration of new vehicles must be established for the vehicles, which are two years old or up.

If the problem is not resolved, as suggested Azat Peruashev, "vehicle manufacturers will have to suspend their activities" by the end of each year or "to cut staff and turnover".

"The instability of enterprises and reduction of turnover will have a negative impact on the payment of taxes to the budget. As they say, we wanted to do the best, but it turned out as always", - summed up Azat Peruashev.
