Kulibayev told why the support of the car industry does not bring the expected effect

Speaking about the problem, Timur Kulibayev drew attention to the positive Russian experience in this matter.
"20 years ago we supplied grain to Russia. Today the situation is radically different. They now have much more export potential than we grow grain at home. We imported sugar, now their capabilities exceed the needs of the Kazakhstani market. We can not provide ourselves with a number of food products. All this has an effect on inflation", - said Timur Kulibayev, noting how much devaluation hit the entrepreneurship and the banking sector.
"We imitate the fight against inflation. And what tools do we have? While commodity groups that were purchased before last, we can keep the price. But most are dictated by the market. After all, we buy for the foreign currency the basic goods. Mnetary policy, a reduction in the money supply, these aggregators do not work. And while we do not ensure their production inside the country, we will not be able to manage our economic policies", - the Head of the National Chamber said.
As an example, he cited the automotive industry, which is represented by an elementary assembly, which does not affect the deep penetration into the economy.
"We have two large assemblers. Let's stop on one thing. In 2016-2017, 56 thousand cars were sold. To completely localize production, it is necessary to produce 100,000 cars. We need enterprises that will provide the manufacturer with everything needed: glass, plastic, rubber ... The rubber plant needs to be financed, it does not know where to put its products! to produce an automobile sheet... This is called localization. Then the money we spend on supporting the car industry will have a multiplier effect on the economy. It is necessary to work to achieve a deep penetration of the economy. We need to adjust the situation with agricultural machinery, where the entire line of agricultural spare parts, attachments will be produced, and service will need to be established. This we will help the villagers very much. Let's support our producers. There are studies, calculations. There will not be many projects. Somewhere from 20 to 40. These issues can be solved at the governmental level", - Timur Kulibayev is sure.
As an example, he cited neighboring Uzbekistan, which managed to bring the localization of production to 90%. Kazakhstan also needs to work on this.
"The National Bank does a lot to improve the economy. Now, second-tier banks will be restarted and will be able to finance the economy. But taking into account the interest rate, this is possible only for working capital. No investment at a rate of up to 18% is impossible to implement", - said Timur Kulibayev.
He voiced the situation that developed in EKR. Akim Danial Akhmetov offered to give second-tier banks housing finance. The head of the National Chamber expressed support for socially vulnerable groups of the population who need a cheap mortgage.
"Who is involved in the development of housing, “Samruk-Kazyna?" Is it its mandate to build housing? The Baiterek Fund is it its mandate? It should deal with the diversification of the economy. At in our case it is engaged in housing construction. And this akim says. An experienced person who headed the government. We say that we will definitely communicate your position, because business offers the same. But, for some reason, they don’t believe that this is the position of entrepreneurs. And we must discuss with you how to support the socially vulnerable strata in the acquisition of housing, how to make our mortgage cheaper for these people", - Timur Kulibayev believes.
All the means sent to various housing funds, it is advisable to focus on subsidizing interest rates on mortgages to reduce them, believes the head of Atameken.
