Proposals of NCE RK "Atameken" were included in the Land Code

Agricultural producers of Kazakhstan have the opportunity to extract the maximum benefit due to innovations in the Land Code

Amendments to the Land Code of Kazakhstan enter into force on 1st of July 2016. They were widely discussed not only at the National Chamber of Entrepreneurs "Atameken", but also by the associations accredited at NCE. This was announced today at a briefing at the Service of Central Communications by the director of the department of agriculture and food industry of NCE RK "Atameken" Rustem Kurmanov. He stressed that the NCE sends any draft laws developed by the state authorities for discussion to industry associations. "The draft Land Code was sent to more than 116 associations. Given the fact that this question is very serious, and the draft law was sent to 14 associations, accredited by the Committee of agriculture", - said R. Kurmanov.

Following consideration, associations send their comments and suggestions, which were "forwarded to the authorized body - the Ministry of National Economy of Kazakhstan for consideration and inclusion in the provisions of the law".

In turn, NCE RK "Atameken" also offered to developers new rules for an updated Land Code. It is noteworthy that the Ministry of National Economy not only listened to some of the recommendations, but also introduced them into the law. "From the proposals that we have sent to the authorized body, a proposal that any facilities required for agricultural production can be build - granary and dryer, or a garage. This allows to build such facilities without coordination with the competent authorities", - said R. Kurmanov.

From July 1, 2016 land users in Kazakhstan will have the right to buy leased agricultural land at auctions. "In general, there was introduced redemption of land for the Kazakhstani land users, payment in installments and a discount of 50% of the cadastral value, another installment of 10 years and you can work on the site until expiration of land rights and have plans to purchase land", - said R. Kurmanov.

At the same time, foreign nationals can’t buy the land, the new Land Code only allows them to rent land. "Land Code clearly limits their rights to buy land in ownership, they have the right to get long-term lease for a period of up to 25 years", - said Kurmanov.

The representative of "Atameken" also talked about how domestic entrepreneurs perceive new rules of the Land Code.

"In general, many entrepreneurs are encouraged by the fact that they have the right of priority purchase of land, they can work on this plot of land, invest in the development of agricultural production, to redeem agricultural production and to work on it. We see that there are more and more of those who wish to do it, and I think this is correct ", - said the director of the Department of NCE RK "Atameken".

"You all know that banks are not willing to take land plots as a collateral. If the land is bought, it will be possible to grant the right of ownership to the bank and to get a loan for its further development. This is attraction of investments in the agricultural sector, it will have a positive impact on our production, as we have a very large potential", - stated R. Kurmanov.

He also added that there is huge demand for agricultural products at the external markets in Russia, China, Iran. "Every year they import food worth 100 billion USD and we can make contribution to it, to grow produce, which is sold at foreign markets, to receive currency earnings and to develop agriculture" - summed up Rustem Kurmanov.
