Exactly one year left until the moment when the second-tier banks will process payments on the day of application. At least such time determined the chairman of the National Bank of Kazakhstan Daniyar Akishev, presenting at the plenary session of the Senate the draft law "On payments and payment systems" and the draft law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on payments and payment systems ", approved by the Mazhilis.
Daniyar Akishev noted that the development of legislation has several objectives. Among them – is the regulation of the operation of payment systems. "This part provides key systems "concept of payment system", "operator ", "private owners of payment systems", as well as their classification is introduced, according to the international standards", - said the head of the National Bank at the plenary session of the Senate on Wednesday. Another objective of the draft laws – is regulation of the market of the payment services.
"The law defines the subjective part of the market, the concept and categories of providers of payment services - banks, institutions performing certain types of transactions, payment organizations, payment agents", - said the chairman of the National Bank.
The regime of the regulation of their specific activities has also been defined and types of payment services, which they provide. At the same time, Daniyar Akishev noted that the record registration with the National Bank is introduced for private and banking payment organizations, and also suggested regulation of the procedure of the work of payment agents.
"This reduced payment deadlines for banks from four to a maximum of two days, and as of June 1, 2017 – on day to day basis. There were Iintroduced restrictions on the recovery of social payments and benefits, housing benefits and money for education savings deposit from the bank accounts of citizens upon request of the third party ", - said D. Akishev. In addition, the draft law establishes the obligation for banks - to familiarize customers with the size of the commission before making payment transactions, as well as a ban on the change in the terms of the contract unilaterally and tariffs in the direction of increasing payments on the territory of Kazakhstan.
Senators adopted the draft laws in two readings. In this case, it shall be deemed adopted by the Parliament and submitted for signature to the Head of State.
