The Government approved suggestion of "Atameken" on improvement of the conditions for business
The Prime Minister of RK Karim Massimov held a meeting on issues of concern to some businesses, which were announced at the III Congress of the National Chamber of Entrepreneurs "Atameken"
The meeting was attended by the Chairman of the Presidium NCE RK "Atameken" Timur Kulibayev and the Board of NCE RK.
At the beginning the Head of the Government emphasized issues of procurement of local executive bodies and national companies.
Taking into account the information provided by the Chairman of the Board of the National Chamber of Entrepreneurs "Atameken" Ablay Myrzakhmetov on the activities of working commissions in the field of procurement in support of domestic producers, Karim Massimov instructed the First Deputy Prime Minister Bakytzhan Sagintayev to take under the personal control the activities of the regional commissions.
Akims of the regions, Astana and Almaty were instructed to include their deputies in charge of procurement into a composition of the commissions, as well as to intensify the work of these commissions.
The Prime Minister also urged Akims of regions, cities of Astana and Almaty, national holdings, together with NCE to intensify efforts to attract domestic producers of goods, works and services to procurement, including the use of long-term contracts.
The next question, which has been raised by the head of the Cabinet at a meeting, it is financing of rural business on favorable terms. Karim Massimov suggested to build on the experience of NCE RK "Atameken" with the implementation of the micro-loan program, giving instruction within the program "Employment Roadmap-2020" to consider the allocation of funds to microfinance institutions of NCE for allocation of loans in rural areas.
The Prime Minister recalled that, at the III Congress of the National Chamber of Entrepreneurs the heads of "Atameken" also raised the issue of the introduction of the mechanism of pre-trial settlement of tax and customs disputes and disputes arising in an appeal against acts of environmental control, sanitary-epidemiological and fire safety.
In this regard, Karim Massimov instructed the Ministry of Finance, the Ministry of Justice and the Ministry of national economy together with NCE RK "Atameken" to study the issue of the creation of the appeal commission on settlement of tax and customs disputes and the introduction of internal control audits to review the drafts of the acts of audit.
Karim Massimov instructed the Ministry of Investment and Development, and the Ministry of Finance to consider the transfer of control stake of JSC “KAZNEX INVEST” in trust management to NCE RK "Atameken".
The leadership of NCE RK "Atameken" informed the Prime Minister of the Republic of Kazakhstan on the audit of control and supervisory functions of state bodies.
According to NCE, the most of the complaints are related to the audits of public bodies. So, in 2015 controlling authorities conducted almost 114,000 inspections, of which 54 thousand (47, 6%) inspections were carried out in relation to businesses.
At the recent enlarged meeting at the prosecutor's office, the Chairman of the Presidium NCE RK "Atameken" Kulibayev said that by the condition on 2016, control and supervisory functions are carried out by 61 offices in Kazakhstan.
Karim Massimov agreed with the "Atameken" for an audit of supervisory functions of state bodies and requested the MNE, together with the General Prosecutor's Office and NCE to form a working group to reduce the requirements for business entities during the inspections. Proposals must be submitted to the Interdepartmental Commission until September 2016.
It is known that at a recent extended meeting at the prosecutor's office, NCE has also initiated the abolition of the articles of the Criminal Code on pseudo-entrepreneurship.
Taking into account the proposal, the Prime Minister Karim Massimov instructed the Ministry of Justice, the Ministry of Finance, Prosecutor’s Office in conjunction with NCE RK "Atameken" within two months to develop a proposal to change the structure of Article 215 of the Criminal Code, taking into account the possible cancellation or introduction of an alternative structure.
As it was noted that work under the protocol instructions given at the III Congress of the National Chamber of Entrepreneurs "Atameken" will be continued.
Control over the execution of orders was entrusted to the First Deputy Prime Minister of Kazakhstan Bakhytzhan Sagintayev.
